4. No Time For Intellectual Laxity

Referring to the world’s first climate change election in Australia, Colin Challen, MP and Chair of the All Party Parliamentary Climate Change Group, warned politicians to stop paying lip service to climate change.

Speaking at CIWEM’s Annual Dinner, he demanded a real shift in politics, moving away from an incremental strategy of change to looking at the whole philosophy of climate change. Colin wants the membership of CIWEM to lead the way in achieving more sustainable lifestyles, increased resource efficiency and a recognition that the age of plentiful supply has come to an end. He also offered a direct challenge to new mayor Boris Johnson to stick to the current pledge of cutting London’s emissions by 60 percent by 2025.

Amidst the 400 strong audience were new Honorary Fellows Peter Jones OBE from Biffa, Professor Jacqueline McGlade of the European Environment Agency and Tim Boldero of the Society of Environment, as well as the winners of CIWEM’s Young Members Award.

Many thanks are due to Grontmij, one of Europe’s top consultancy and engineering firms for sponsoring the After Dinner Bar. The dinner helped raise £3,240 for Water Aid’s projects.

9. New Journal of Flood Risk Management

With five million people at risk from flooding in the UK alone, it is vital to harness the global science, technology and engineering expertise available to help manage the risk.

Speaking at the launch of CIWEM’s new Journal of Flood Risk Management at the House of Commons, David Rooke, Head of Flood Risk Management at the Environment Agency, said:

"Around 55,000 properties were flooded last summer in England and we have had significant floods since then that have flooded more houses. Lives have been lost here and abroad. This journal provides the opportunity to apply international best practice in solving our problems and to showcase some of the latest technologies from the UK".

CIWEM’s journal, supported by Arup, MWH and Royal Haskoning and published with Blackwell Publishing, provides an international platform for knowledge sharing and information dissemination across the range of disciplines where flood related research is carried out. The online-only journal will cover topics such as modelling, infrastructure management, hydrology, flood forecasting, land use management, policy and legislation, as well as uncertainty analysis and risk.

The journal was launched in May at the House of Commons with the support of the All Party Parliamentary Group for Climate Change.

The inaugural issue is out now and subscriptions are free for the whole of 2008 via www.floodriskmanagement.org.

10. Graceful Withdrawl?

As part of CIWEM’s Arts and Environment initiative, which is putting creativity at the heart of environmental policy and action, the Institution is supporting Greenhouse Britain, a major exhibition of new work by the eminent artists Helen Mayer Harrison, Newton Harrison and their British associates. Greenhouse Britain brings together art and ecology to address the effects of global warming on mainland Britain.

Centred on a large-scale sculptural model with audio-visual animation, the exhibition turns the island of Britain into an icon that questions rising sea levels – ‘…as the waters rise with grace, how may we withdraw with equal grace?’ A series of artworks propose new future for the Pennines, the River Avon and the Lee Valley.

The exhibition has been touring England, and will now be at the Greater London Authority’s City Hall as a key element of a month long focus on climate change. This ‘radical artwork’ expressing ‘controversial views of climate change’ will be presented in the central foyer space at the heart of City Hall from 16th May to 10th June.

CIWEM President David Rooke champions arts as a way to raise awareness of environmental issues and to inspire artists and scientists to work together for environmental benefit.

David said:

"I am delighted that this exhibition supports my presidential theme and challenges our hearts and minds to face up to the possible extremes of climate change. I hope that as many scientists as artists visit the exhibition. Only by working together will we change behaviours and develop new technologies to combat climate change."

11. Seas the Day

CIWEM wants World Ocean Day to highlight the effect climate change, overfishing, coastal pollution and degradation of water quality are having, not only on our oceans, but on social development as well.

Climate change alters the global flow of ocean currents, which flush and clean the continental shelves and are critical to maintaining water quality, nutrient cycling and marine life. The numbers of oxygen deficient ‘marine dead’ zones are increasing, higher sea surface temperatures threaten to kill up to 80 percent of the globe's coral reefs and carbon dioxide emissions may increase acidity levels. And climate change is also emerging as the latest threat to the world's fast declining fish stocks, which could affect millions of people who depend on the oceans for food and income.

A high dependence on fish for protein could threaten the health of many millions as catches shrink and a low capacity to adapt could set back development in countries like Angola, Congo, Mauritania, Mali, Niger, Senegal and Sierra Leone. Fisheries and poverty reduction are linked tightly in many developed countries, leaving many millions of people at risk.

CIWEM would also like more recognition for the increasingly important and complementary role of sustainable aquaculture in fish production for human nutrition and poverty alleviation. This will also reduce pressure on wild fish stocks, invertebrate and mammal populations, as well as preserving the physical characteristics of the ocean floor.

12. Consequences of Desertification

Desertification has enormous economic, social and ecological implications, threatening to reverse sustainable development and destabilise societies.

CIWEM believes that there is a lack of understanding of the connection between desertification and the exacerbation of development issues such as access to water, food security, conflict, health and migration. Policies are failing to take into account this problem when addressing poverty or economic development.

CIWEM calls for proper land use management policies to be implemented, viable livelihood alternatives for those in dryland areas and the linking of poverty and desertification strategies.
CIWEM supports the World Day to Combat Desertification on 17th June as an instrument to prevent, control and reverse desertification and to contribute to the reduction of poverty through sustainable development.

To read more, go to www.ciwem.org/press.

13. Environmental Displacement

With climate change predicted to take the number of refugees worldwide to one billion by 2050, CIWEM wants the health implications of forced mass migration to be recognised fully.

More people are now displaced by environmental disasters than war and the effects are falling disproportionately on developing countries in south Asia, the Middle East, central Asia, Africa and Latin America. Desertification, water shortages, prolonged droughts, coastal erosion, declining arable land, diminishing food stocks and floods are causing an increase in migration and territorial conflicts that threaten the stability of regions. These vulnerable populations are also exposed to an increase in infectious diseases.

CIWEM recognises that the most vulnerable populations are those who live in countries where the health sector already struggles to prevent and treat disease. Climate change is making the situation worse for countries already struggling to meet basic sanitation needs by exacerbating these weaknesses and bringing new pressures on public health.

On World Refugee Day, 20th June, CIWEM calls for the protection of refugees’ human rights to safety, shelter and a healthy environment by the coordination of government health actions in emergencies. The Institution recommends an international agreement on the management of environmental refugees which defines this new type of refugee within international frameworks. This includes those forced from their homes to make room for development projects such as dams and roads.
