4. Technical Visit to the Humber Estuary: Strategy into Practice – Managing Uncertainty
The CIWEM Rivers and Coastal Group will be holding a two day technical visit around the Humber Estuary on the 6th-7th November. The technical visit is aimed at consultants, local authorities and Environment Agency staff.
The Humber Strategy is the main tool in ensuring that flood risk management in the estuary is a sensitive and flexible process and it is the first of its kind in England and Wales to take a joined up approach. Much can be learned from the Humber Strategy and the aim of this trip is to transfer some of that knowledge.
The technical visit will run from lunchtime on 6th November to mid-afternoon on the 7th November 2008. It will be based in Hull and will include overnight accommodation. For more information contact: Kathryn Bell Kathryn.bell@arup.com or check out the website.

5. CIWEM Welcomes New Presidential Team
A new Presidential team at CIWEM is helping to achieve a more clean, green and sustainable world. Alastair Moseley has taken over from David Rooke MBE and is joined by Ken Shapland as the new Vice-President and Malcolm White as President-Elect.
Alastair Moseley is the Water Sector Director for international consultant, WSP Group. During his induction speech, Alastair acknowledged the honour of becoming President of CIWEM:
"I am very proud to be taking on the Presidency of what is the world’s largest single professional Institution representing professionals working to create a sustainable built environment and ensure that our natural environment is fit to support and nurture generations to come."
Outside of working hours, Alastair is an active musician, playing clarinet with the Birmingham Philharmonic Orchestra. As a result, he wishes to add a musical dimension to CIWEM’s Arts and Environment initiative, saying:
"Music often colours the way we view and interpret what we see and enjoy. Composers have long been inspired by the environment and listening to and enjoying their interpretation can help us increase our empathy with the environment and our desire to protect and nurture it."
Malcolm White, FCIWEM, is based currently in Australia where he is employed as a senior advisor to Connell Wagner’s water business. Ken Shapland is the Environmental Regulation Manager at Severn Trent Water.
The Presidential Inauguration took place at CIWEM’s AGM on Thursday 11th September. The President’s Award also took place, with the prize going to Professor Andrew Wheatley, FCIWEM.

6. AGM - Proposals for Constitutional Change
Members met at the Institution's AGM in London to consider and vote on an item of Special Business relating to proposals for changes to the Institution's constitution: the Royal Charter and the Bye-laws. In order to introduce those changes a minimum of 75 percent of members 'present and voting' were needed to endorse the proposals.
Although a majority of members supported constitutional change, the required 75 percent majority was not achieved. The vote was as follows: 34 in favour; 15 against; 3 abstentions.
Despite the defeat of the recommendation that the Resolutions be adopted, Council will now take the opportunity for a period of reflection to consider options for future governance arrangements taking heart from the fact that there is widespread understanding and support for the need to change the way CIWEM conducts its affairs. The fact that constitutional change is necessary in order to comply with Charity Commission guidelines and best practice means that the Institution’s Trustees will continue with the task of governance review and maintain dialogue with members about this.
The President, Alastair Moseley, Council and the Executive Director are very grateful to all those members who have taken part in the debate on the future governance of the Institution and looks forward to future discussions on this important matter.

Hopefully you have seen some of the fantastic coverage that CIWEM’s Environmental Photographer of the Year has received this year. We have had pictures in daily newspapers such as The Daily Telegraph, The Guardian, The Metro (six regional editions) and The London Paper, as well as online galleries on telegraph.co.uk and guardian.co.uk. In fact, the Telegraph’s online gallery proved so popular, with 99,664 hits, they asked us for more pictures.

8. 2009 CIWEM Awards Now Open For Entries!
CIWEM holds an established successful portfolio of Environmental Awards to celebrate the outstanding achievements of environmental professionals raising awareness of the excellent work environmentalists do. Details of previous winners can be found on the CIWEM website www.ciwem.org/awards/
CIWEM Living Wetlands Award: The 2009 Award closes on 9th January 2009 The CIWEM Living Wetlands Award recognises multi-functional projects that demonstrate the sustainable use of wetland habitats. The Award was co-founded with RSPB in 2002/3.
To be eligible for the Award, projects must:
- contribute to the delivery of priority UK Biodiversity Action Plan (BAP) species and habitat targets for wetlands
- demonstrate sustainability and delivery of multiple benefits e.g. flood alleviation, wastewater treatment, recreation, eco-tourism, water resource security
- ensure no priority BAP species or habitats are harmed by the project
In addition, it is desirable that projects:
- incorporate active community involvement
- contribute to increases in numbers of breeding wading birds (e.g. redshank, snipe, lapwing) and/or other threatened wetland species
- contribute to the restoration of floodplain functions
- include a programme for education or promotion/dissemination of the work
- constitute a new area of work for the entrant, or add value beyond the normal remit of the organisation
The prize consists of the Mance Memorial Trophy, publicity for the winning scheme, a framed certificate and a cheque for £1,500. The Award will be presented at the CIWEM World Wetlands Day Conference in February and announced at the CIWEM Annual Dinner in 2009.
The CIWEM World of Difference Award sponsored by Black & Veatch: The 2009 Award closes on February 13th 2009.
The World of Difference Award was established in 2004 as a means of rewarding the leading proponents of the practical application of science and engineering for environmental improvement. The Award focuses on innovation in the environment sector; this can be a product, project, or service that has made a difference. The award is sponsored by leading global engineering, construction and consulting company Black and Veatch.
The Award is international and open to all, with the exception of Black & Veatch projects. The size of the project is immaterial: small projects that make a big difference are encouraged to apply. Submissions in connection with projects/initiatives that have not previously received recognition are encouraged.
To be eligible for the Award, entries must:
- Demonstrate sustainability and a degree of innovation / offer a sustainable solution to a problem
- Make an impact socially and/or technologically
- Be at least at the implementation stage and specific
- Champion the aims and objectives of CIWEM
The Award consists of a specially-commissioned trophy, publicity for the winning project, a framed certificate and a cheque for £3000. The winning project will be outlined in the CIWEM magazine. The winner will be announced and the Award presented at the CIWEM Annual Dinner.
CIWEM Young Members’ Award sponsored by Jacobs: The 2009 Award closes on 16th January 2009
The CIWEM Young Members’ Award recognises the outstanding contribution to environmental understanding made by a young member of CIWEM.
Entrants must be nominated via a Branch, Group or employer by completing the nomination form which can be found at http://www.ciwem.org/awards/young/index.asp and sending it to Jo Cooper jcooper@ciwem.org along with an outline CV. Entrants must be A CIWEM member (at any level).
Each nomination will be assessed by a panel of judges including representatives of CIWEM and Jacobs as well as independent suitably qualified individuals. Shortlisted nominees will then be invited to undertake a presentation on their chosen topic before the judging panel in London in early 2009. Teleconference facilities will be provided for those unable to attend.The Award comprises of a trophy, a framed certificate, publication of an article in Water and Environment Magazine and a cash prize of £1000. The Award will be presented at the CIWEM Annual Dinner in London in May 2009.

9. The Impacts of Flooding, from the Journal of Flood Risk Management
The health, social and economic impacts of major floods are devastating, affecting people’s physical and mental health and disrupting and dispersing communities. Impacts can range from immediate death, injury and harm from contaminated water, through to lasting psychological consequences caused by damaged homes, loss of personal possessions and financial worries.
In a paper published in CIWEM’s new Journal of Flood Risk Management, the health and social impacts of the 2005 Carlisle floods are considered. Around 6,000 residents from 3,500 homes were affected when 200 mm of rain fell in 48 hours, 60,000 homes were cut off from electrical supplies and three people died.
The residents now wish to receive support and practical training from professionals to counsel each other in future floods, ongoing, post-flood information through support centres, as well as an emergency, regulatory body established to oversee renovation periods.
The authors also recommend establishing strong multi-agency working; training highly skilled support centre personnel with local knowledge of the affected community; encouraging and nurturing peer support; and ensuring sustainable funding that recognises the critical need for striking a balance between long-term support and encouraging dependency.
CIWEM’s journal, supported by Arup, MWH and Royal Haskoning and published in partnership with Wiley-Blackwell Publishing, provides an international platform for knowledge sharing and information dissemination across the range of disciplines where flood related research is carried out. The online-only journal will cover topics such as modelling, infrastructure management, hydrology, flood forecasting, land use management, policy and legislation, as well as uncertainty analysis and risk.
The second issue is out now and subscriptions are free for the whole of 2008 via www.floodriskmanagement.org.

10. The Global Warming Potential of Wheat, from the Water and the Environment Journal
Nitrous oxide concentrations in the earth’s atmosphere have increased since the industrial revolution. This is of concern as nitrous oxide contributes to global warming and the destruction of the ozone layer. It has 310 times the global warming potential of carbon dioxide and a lifespan of 120 years. Emissions from agricultural soils are considered to account for 70 to 80 percent of the increase.
In a recent paper published CIWEM’s Water and the Environment Journal (WEJ), a life cycle assessment took place on one tonne of wheat transported to port in south-western Australia, including emissions from pre-farm, on-farm and post-farm stages.
A life cycle assessment enables evaluation of environmental impacts for comparative or improvement purposes. This assessment included green house gas emissions from agricultural machinery, fertiliser and pesticide production, diesel use, liming and nitrous oxide emissions from fertiliser applications, grain storage and transportation to port.
Their study found that fertiliser production accounted for a significant portion of the global warming potential (35 percent), followed by on-farm (27 percent) and transportation emissions (12 percent).
As other greenhouse gases can be emitted in agricultural production systems, the authors argue that a holistic approach is needed if the overall impact of agricultural production systems on global greenhouse emissions is to be addressed.

11. CIWEM Business and Academic Affiliates
To integrate CIWEM’s diverse policy work a series of Advocacy Plans are being developed for each of the following themes:
- Climate change
- Sustainable land management
- Flood risk management
- Sustainable water and wastewater management
The Advocacy Plans will set out the policy goals the Institution wants to achieve and the strategies that will be pursued to achieve these goals. The plans will identify CIWEM’s existing activities and relationships, potential allies and the targets and agents of change which are likely to help achieve the goals. The intended audiences include the media, international and national policy makers, CIWEM members and the public. 12. CIWEM Has Faith In The Environment
CIWEM knows that faith groups can help overcome the world’s environmental problems. As over 80 percent of the world’s population profess a religious allegiance, CIWEM recognises faith groups as useful partners in helping disseminate pro-environmental messages, influencing attitudes and encouraging behavioural change.
Many faiths share an altruistic focus and a narrative that promotes care for the environment. Members of such groups are often involved in the provision of social care, humanitarian aid and education, so are likely to be receptive to messages invoking moral responsibility for their environmental impacts.
Coinciding with the season of Creationtide, CIWEM has created a web-based resource to help environmental professionals consider why it is worth engaging with faith groups on environmental issues; publicise examples of global best-practice and show how faith groups might get involved in environmental projects or campaigns.
Case studies featured include an inter-faith waste management initiative in Africa, an American Jewish organisation that campaigns on energy and climate change, a grass-roots organisation inspiring Nepal’s Hindus to help clean up a major river, and a Christian organisation looking at the impact of climate and land-use changes on biodiversity.

13. Food For Cars, Or Food For People?
With more than 850 million undernourished people in the world today, CIWEM calls for the international community to recognise the effect biofuels are having on food production.
On World Food Day, 16th October, we must recognise that rising food prices are causing severe hardship and provoking social unrest across the developing world. A recent World Bank report concluded that 65 percent of the rise in food prices is due to biofuel production, with around 100 million tonnes of cereals being diverted away from the hungry. Projected growth in biofuel production to 2030 will require 35 million hectares of land, an area equal to France and Spain combined.
This growth is being driven by a desire for more diverse energy supplies, concerns about climate change and record-high crude oil prices. CIWEM believe that policy makers have a major role in ensuring that bioenergy is developed sustainably, safeguarding food security and ensuring that benefits reach the poor and vulnerable.

14. World Habitat Day 2008
CIWEM supports the UN’s World Habitat Day on 6th October, which encourages nations to create a healthy, safe and sustainable world.
Half of humanity is now living in towns and cities, resulting in over crowding, increased crime rates and rising pollution levels. Residents in poor urban districts and slums are also increasingly vulnerable to disasters wrought by climate change.
CIWEM supports the UN’s encouragement of better planning for crime reduction, security of tenure and climate change mitigation. However, CIWEM also believes that we should examine the way we live and address the growth in our population levels. More people living high-consumption lifestyles means faster climate change and an uncertain future for all.

15. A Day Of Non-Violence
On the UN’s International Day of Non-Violence, CIWEM urges the global community to secure a culture of peace, tolerance and understanding, to prevent the inevitable consequences of war.
Environmental and social damage are unavoidable during times of conflict. The most vulnerable are countries with cross-cultural tensions, historic border disputes and resource shortages.
CIWEM believes that climate change will exacerbate the problem, bringing with it desertification, water shortages, prolonged droughts, coastal erosion, declining arable land, diminishing food stocks and floods. These will cause an increase in migration and territorial conflicts that threaten the stability of regions. The long term health of entire societies and their cultures will be further endangered through limited access to healthcare services, clean water, sanitation and education.
CIWEM wants to spread the message that tolerance, respect for human rights, democracy, sustainable development and cultural diversity are interlinked and mutually reinforcing. CIWEM believes we need to promote dialogue among different cultures and faiths to strengthen mutual understanding between nations.

23. SiLC Training Day
As a partner in the SiLC scheme, CIWEM would like to make members aware that the next Training Day will take place on Wednesday 12th November in Leeds.
As part of the development of the SiLC Registration scheme, members of the SiLC Professional and Technical Panel and Assessors Panel will be hosting the training day. This is to provide information about the SiLC assessment process and the completion and use of the Land Condition Record on which the scheme is based. The training day is open to all those who are considering applying to become a SiLC.
The training day will feature presentations from the SiLC Professional and Technical Panel. Peter Witherington from RSK Group and Hugh Mallet from Buro Happold Ltd will provide training and advice to the delegates.

Water and Energy Exchange (WEX) 2009
The third annual Water and Energy Exchange (WEX) 2009, an international summit for senior professionals in the water, environmental and energy sectors, will be held on 28th & 29th January 2009 in Marbella, Spain.
WEX addresses the challenges and opportunities brought about from population pressure and climate change, providing a framework for solutions that transcend national and professional boundaries. Focusing on collaboration and practical application, WEX is an action-oriented summit combining a world-class conference agenda with a bespoke package of 1:1 pre-scheduled meetings for each delegate, resulting in new strategic partnerships, relationships and real-time contracts. This is all supported by an agenda of organised networking functions, including cocktail receptions, themed networking lunches and the WEX Gala Dinner on the final night.

Water Sector Opportunities in Poland, India, China, Turkey and Egypt
UK Trade & Investment (UKT&I) and the water industry trade body British Water are running to series of visits to different countries to explore the water sector opportunities. The visits are:
TURKEY – Monday 13th October – Friday 17th October, visiting Istanbul and Ankara. The visit will include seminars in both cities; EGYPT – Sunday 2nd November – Thursday 6th November, visiting Cairo and Alexandria. Seminars will be held in each city; CHINA – Sunday 16th November – Tuesday 25th November, visiting Shanghai, Hefei (Anhui Province), Nanchang (Jiangxi Province), Fuzhou (Fujian Province)
There are major opportunities in each country. Poland and Turkey are investing heavily in the water sector driven by EU legislation and China, India and Egypt have embarked on significant investment programmes in their own countries. The visits will provide an excellent opportunity to meet the key water sector contacts. UNFCCC – Climate Change Convention
Paul Horton and Geoff Darch attended the UNFCCC meeting in Bonn in June and held discussions with the secretariat about inputting into the Nairobi Work Programme, the technical work programme focused on adaption issues. The UNFCCC secretariat explained that they need input from professional organizations who have members with a wide range of experience.
The next stage for CIWEM will be to develop a Climate Change Network (CCN), which has been mentioned previously. The network could then act as a focal point, bringing together members who are working in the area or for whom climate change is a key issue. The network should include people from across government, consultancy, companies etc and across the globe. It would also be important to have a 'climate change champion' within each CIWEM panel, branch and/or region, with the aim of pulling together the expertise and developing CIWEM responses to some of the key issues being discussed by the UNFCCC secretariat.
As a professional organization, CIWEM has a remit to develop member awareness and skills and bring people together to solve or try and solve issues. This network will also support the advocacy work being undertaken by CIWEM in the area of climate change (see http://www.ciwem.org/policy/advocacy_plans/index.asp).

European Water Association
The EWA is now in Brussels – The European Water Association has set-up a Brussels office which will allow for much greater interaction with the European Commission. An EWA representative has been appointed and the office will be formally opened at a launch event on 3rd November.
4th EWA Brussels Conference on 4th of November 2008, Brussels, Belgium, "European Water Management and the Economic Aspects of the Water Framework Directive" The 4th EWA Brussels Conference on the Economic Aspects of the Water Framework Directive is coming closer. Our 3rd Brussels Conference on adaptation to the effects Climate Change continued the success of this recently established feature of the conference programme with more than 110 high level participants. This year we further explore the implementation of sustainable water management and the Water Framework Directive by considering the associated economic aspects and approaches. The conference, organised in cooperation with the European Commission, will include a keynote address by the Head of Sector Water Protection, DG Environment, contributions from experts in the field and end with a Panel Discussion with all speakers participating.

EWA Bulgaria Water Sector Capacity Building Conference This year from 27 to 28 November 2008, The European Water Association, together with the Bulgarian Water Association and the German Water, Wastewater and Waste Association, organises a Workshop on „Capacity Development in the Water Sector“. The workshop will take place in Sofia, Bulgaria.
Capacity development is the key to development effectiveness. For development to be effective strengthening local institutions and changing institutional practices, investing and building on human capital become vitally important. This workshop is targeted to water utilities and to representatives of the respective governmental institutions. In the case studies presented and the experience shared with other EU and Balkan countries on the matter will lead to fruitful discussions and better development planning.

World Water Forum – Istanbul March 2009
The World Water Forum is the main water-related event in the world, aimed at putting water firmly on the inter- national agenda. A stepping stone towards global collaboration on water problems, the Forum offers the water community and policy-and-decision- makers from all over the world the unique opportunity to come together to create links, debate and attempts to find solutions to achieve water security. The 5th World Water Forum will be held in Istanbul, Turkey, from 16 to 22 March 2009, see http://www.worldwaterforum5.org/
There is a thematic process based around 6 key themes, a political process that brings together politicians from national and local government, plus the elected parliamentarians. Linked to these two areas is the regional process, where each region of the world presents on the issues and challenges facing them. CIWEM through the European Water Association (EWA) is involved in preparing the input to the European Regional Process (ERP) of the 5th World Water Forum. The co-ordinator for the European ERP is Harro Riedstra of the European Water Partnership and if you want to be input into the ERP then he can be contacted via h.riedstra@ewp.eu
Part of the world Water Forum is a list of 100 questions which the event aims to answer and any body can input directly into this process via the web-site listed above.

European Federation of Associations of Environmental Professionals (EFAEP) EFAEP as part of it’s General Assembly recently held a conference looking at the whole issue of Biofuels. One of the outcomes of the event is that EFAEP will establish a Biofuels working group and prepare a position paper that will be submitted to the European Commission. Commercial Skills Improvement – British Water is running a series of seminars aimed at enhancing the commercial knowledge of people working in the water sector. The awards recognise and reward best practice in sustainability now in their 8th year running. The Sustainable City Awards are run in partnership with 20 organisations, including livery companies, trade bodies, voluntary sector organisations and businesses. Representatives from each of these organisations join the judging panel to select winners and runners-up across the award categories.

The ERA Foundation Entrepreneurs Award encourages and rewards academic staff and researchers who are at an early stage in their career. Municipal engineers will share their experience with waste water treatment sludge reduction technologies at the SLUDGE 2008 international conference.
A number of reduction processes have been implemented since year 2000, either for reducing the outfall of surplus sludge or for enhancing biogas production. Environment Agency Water Efficiency Awards 2009 The Water Efficiency Awards is the Environment Agency's main public platform for promoting water efficiency. The awards were launched in 2000 and run every two years. The awards aim to increase awareness and share good practice of water efficiency among businesses, public sector and voluntary organisations and ultimately to the public. Winning projects are written up as case studies which we use to further promote water efficiency and the winners use in their marketing. Previous winners have told them that the awards helped to boost their environmental credentials, promote their business, secure their position with existing customers and attract new ones and further raise the profile of water conservation among their staff and others in their industry. The categories are open to everyone whose project was operational between April 2006 and May 2008 and are not sector specific. However, industries we will target to receive entries from are:
- Leisure and tourism
- Agriculture and horticulture
- Construction and renovation
- Public sector
- Office and retail
