1. CIWEM Award Winners

A number of CIWEM’s prestigious awards will be presented at the Institution’s Annual Dinner in London on April 22nd. We would like to congratulate all winners. Here is a little about them:

CIWEM World of Difference Award supported by Black & Veatch

The World of Difference Award 2004 supported by Black & Veatch was won by Water Works UK Ltd, for its Green Roof Water Recycling System (GROW).

The system processes ‘grey’ water (collected wash water), filtering it through a bed of aquatic plants containing bacteria which cleanse the water. Costing just £6,000, it has been developed by Water Works UK Ltd specifically for installation on low rise, multi-storey, multi-occupancy urban dwellings. It is low maintenance – occasional attendance by a caretaker will keep it up and running. GROW is an ecosystem in itself – a roof where it is installed can also act as a wildlife sanctuary (although tigers might be hard to come by!) and a dust trap, reducing ambient noise and acting as a heat regulator.

Ken Roberts Award for Technical Innovation in the Water Industry

The 2004 Ken Roberts Award for Technical Innovation in the Water Industry was awarded to Black & Veatch Contracting Ltd for their involvement in the Ringsend Wastewater Treatment Works Project in Dublin. Operational since 2003, this new sewage plant sited on the banks of the River Liffey deals with effluent from at least 1.6 million people and local industries and is helping to improve water standards to the extent that the beaches of Dublin Bay, into which the treated water flows, are in line to achieve Blue Flag status. The annual Award was established in 1997 as a joint award by CIWEM and Wessex Water, in memory of Ken Roberts CBE, who was Wessex Water Authority’s Chief Executive and Deputy Chairman (1974-88) and a Past President of the Institution (1979-80).

RSPB/CIWEM Living Wetlands Award

Aston Hall Farm, at Stone in Staffordshire, was presented with the RSPB/CIWEM Living Wetlands Award 2004. Project partners include Severn Trent Water Ltd, the Farming and Wildlife Advisory Group, Warwickshire Wildlife Trust, West Midlands Bird Club, the Environment Agency, Staffordshire Wildlife Trust, Rodbaston Agricultural College and Aston Hall Farm. Over four years, the 300-acre site has been transformed into a floodplain grazing marsh, prompting a huge increase in bird numbers and diversity of bird species. Parts of the River Trent margins have been restored, voles and bats are thriving in the new environment, and a model scheme used as an example by the government brings together farmers and conservation groups to look at sustainable farming methods.

A project to create habitat and recreational improvements at the Wigan Flashes in Greater Manchester was commended for the Award, recognising the multiple benefits the project has brought to a site that was previously very degraded. In addition, there was very active community involvement and significant recreation benefits to local people. The project was developed by community groups alongside the working group of the Wigan Metropolitan Borough Council, Lancashire Wildlife Trust, English Nature, United Utilities and the Environment Agency, and assisted by money from the EU LIFE fund.

CIWEM Young Members’ Award 2004

The international CIWEM Young Members’ Award 2004 supported by Babtie Group Ltd was presented to Peter Garbett of the East Midlands Branch for his paper ‘An Investigation into the Application of Floating Reed Bed and Barley Straw Techniques for the Remediation of Eutrophic Waters’, which had also won the Dr Jenkins Memorial Competition 2003 held by the East and West Midlands Branches. Tom Taylor of the Scientific Group was Commended for his paper ‘Sludge Phyto Conditioning – low-tech enhanced treatment’, which had won the Scientific Group’s Geoff Greaves Trophy Competition 2003.

2. CIWEM Granted Licence to Nominate Title of Chartered Scientist (CSci)

CIWEM has been granted a license by the Science Council to nominate suitably qualified members for the title Chartered Scientist (CSci).

Chartered Scientist is aimed at those practising science at the full professional level and at those for whom scientific knowledge or practice at that level forms an essential element for the fulfilment of their role.

It is intended to ensure high and improving standards across all scientific disciplines and it reflects best practice in science and is set as a benchmark level throughout the profession.

All active Fellows and Members of CIWEM will receive an invitation during the next few weeks, to apply for the title via the ‘grandparenting process’. This is a ‘fast track’ route which will be open up to the 5th March 2005 after which the full application process will apply. All that members who qualify will need to do is to complete an application form, and return it to CIWEM accompanied by a current CV and CPD record and the registration fee of £15.00.

Once nominated to the Science Council Register members will be entitled to use the designatory letters CSci after their name for a period of 5 years. In subsequent years there will be an annual subscription shown separately on the CIWEM subscription invoice plus the Institution’s own regulation management fee.

The Institution hopes that all established Fellows and Members will take advantage of this opportunity to send a clear signal to future employers, colleagues and the public about the quality of their scientific knowledge, application and professionalism.

3. CIWEM New Members’ Group Launched

The inaugural meeting of the CIWEM New Members’ Group was held on 5th April in Birmingham. This initiative grew from discussions led by the CIWEM President at last year’s Young Members’ Study Tour. The proposition has the full support of CIWEM Council.

The meeting was attended by 30 delegates representing interests from the Environment Agency, water companies, consultants, contractors and academia across the UK. There was good informal debate in groups and discussion of key issues including membership and training.

The aim of the group is to bring together young and new CIWEM members to contribute to the strategic aims of the Institution in the future. Additionally the group proposes to inform new members on matters of special interest to them and provide a support network for gaining Chartership, as well as organizing social and networking events.

The format of the group, its roles and objectives will evolve over time and will be determined by the group itself. It is intended that representatives from each Branch will coordinate contact and activities for new members locally, which may include site visits, meetings and social events. One proposal is for these representatives to sit on a national group, which would have the opportunity of representation on CIWEM Council.

Peter Treadgold, CIWEM President, said: “I feel that young people should be given support to form a body that is representative and I would like to see this group emerge as a driving force behind change within the Institution”, and told delegates “You are the new establishment and it will be what you make of it”.

5. Practical Environmental Management Course

CIWEM employees Helen Wilson and Alastair Chisholm recently completed the CIWEM and Groundwork Practical Environmental Management course, and will now be taking forward CIWEM Head Office’s Environmental Management System.

The aim of the programme is to provide delegates with practical training in the development of Environmental Management Systems. The programme consists of six contact training sessions, one of which involves a site visit to the delegates' premises. This visit pinpoints the cost saving opportunities and possible areas of concern for the regulator, which might lead to prosecution if not resolved satisfactorily.

The key structure is based on a nationally recognised and accredited certification scheme that emphasises the cycle of Policy, Plan, Implement, Check, Review and Improve. This is particularly helpful in enabling delegates to implement an Environmental Management System within their own organisation. The programme methodology emphatically links training to workplace activity, to be able to relate global warming to waste collection, or carbon emission to electricity bills.

Participation in the programme gives participants a greater understanding of environmental issues, and provides guidance on developing an action plan to minimise their company's impacts on the environment. Course delegates may have inherited environmental responsibility due to either seniority or systems responsibility. Establishing them as 'Environmental Champion' within their business is a key objective, as they will need to take on the role of co-ordination and liaison with all of their colleagues to achieve optimal results.

6. Technical Panels Update

The Amenity Recreation and Conservation (ARC) Panel considered CIWEM communication and campaigns at their recent meeting, which was attended by CIWEM’s Press and Communications Officer, Ilana Cravitz. The Panel discussed articles which members are writing for the CIWEM magazine, the recent CIWEM publication, Habitats Guide – Volume 1, to which two Panel members had contributed chapters and the forthcoming RSPB/CIWEM publications on Intertidal Habitats. There was a report on the recent successful Soil Strategies: Uniting Science, Policy and Practice event organised by the Panel. The Panel decided to hold a workshop on public participation and stakeholder engagement at the Second CIWEM National Conference in September, which would tie in with the Environmental Issues session at the conference, and discussed potential topics for future Panel events.

The Panel commented on its draft Policy Position Statement (PPS) on Soils, which is currently being finalised. Panel members are also working on PPSs on ‘Biodiversity’, ‘Geodiversity’ and ‘Recreational Use of Inland Waters’ and would welcome your thoughts on these subjects. 7. CIWEM Photographic Competition 2004

2004 sees the launch of the WEM (Water and Environment Magazine) environmental photographer of the year competition. Open to members and non-members, this is your opportunity to display your creative and technical skills. The WEM photographer of the year will receive £150 to spend on photographic equipment.

Entries should be environmental in subject and sent in printed format or saved to disk. All entries must be received by Lead Media Ltd at 6 Harforde Court, John Tate Road, Hertford SG13 7NW before the closing date of 30 June 2004.

Photographers who wish their images to be returned should provide an addressed and postage paid envelope for the return of their entry. Entries may be published in WEM at the Editor’s discretion. No remuneration can be paid for the publication of images but full credit will be given to the photographer should an image be used in WEM.

8. INVESTOR Project - Investment Verification for Asset Intensive Industries

The INVESTOR (Investment Verification of Engineering Strategy for Optimisation of Reliability) Project is a collaboration of eleven companies (led by KBR) engaged in the transfer of operational knowledge from the oil and gas supply chain to the water industry. The project is part-funded by the UK Department of Trade and Industry, ICT Carrier Programme.

INVESTOR aims to introduce the principles of best practice asset management decision support throughout the water sector’s supply chain. The INVESTOR principles underpinning the decision support process are: whole life cost modelling; deterioration, intervention and failure modelling; automated data collection and standardisation; data warehousing and integration; and graphical user interface and fly-by.

Three pilot studies have been carried out within the water industry which have demonstrated the benefits of the five key principles listed above.
A series of free INVESTOR seminars are being held between 10am and 3pm at the following locations:

Newcastle-Upon-Tyne Tuesday 27 April
Manchester Thursday 29 April
London Friday 7 May
Bristol Monday 10 May

The origins of INVESTOR and its methodologies will be outlined in the form of an overview followed by three pilot study presentations, which highlight the potential of these innovative solutions.

9. Consultations

CIWEM responds to a wide range of consultation documents as part of its technical and policy output. The majority of technical comment for these responses originates from the Institution’s Technical Panels but if you are a CIWEM member you may register your views with us for incorporation into a response. It is important that the Institution reflects its members’ views as far as possible in these responses. 11. Flood Risk Management and Consequences for London Lecture

The Worshipful Company of Water Conservators and the Worshipful Company of Insurers are co-operating to host this key lecture. They have been supported by a number of sponsors and hence are privileged to be able to offer the lecture free of charge. It will be held at the Institution of Electrical Engineers, I Savoy Place, London, WC2.

London, like many other low lying areas, is at a risk of flooding. This risk is managed by good planning, early warnings and the development of protection assets like the Thames Barrier, but prudence dictates that businesses in London are alert to the risks and have business continuity plans. Many other areas in the Country are also at risk and there are significant implications for insurance companies. Flooding is becoming an increasing risk as our climate is changing. Significant increases in investment in flood risk management and a greater understanding of the need for planning controls are two of many practical consequences of this change.

As part of the development of the Specialist in Land Condition (SiLC) Registration scheme, members of the SiLC Professional and Technical Panel and Asessors Panel are hosting a training day to provide information about the SiLC assessment process and the completion and use of the Land Condition Record on which the scheme is based. The training day is open to all those who are considering applying to become a SiLC.

The day will be hosted by a member of the SiLC Professional and Technical Panel (PTP) and by members of the SiLC Assessors Panel, it will be held on Wednesday 2nd June 2004 at The National Centre for Early Music, York. Registration will be at 9.30 am. Please book early to ensure a place, numbers are limited and will be allocated in order of application.
