1. New Autumn CIWEM Conferences Booking Now!
A number of important CIWEM conferences running this Autumn are now available for booking. These include:
Making space for water: Towards a new Government Strategy for Flood and Coastal Erosion Risk Management in England October 20, 2004, SOAS, London
A Strategy for Flood and Coastal Defence was last published in 1993 and now needs revising. Over the last year or so, Defra has led Government work towards developing a new strategy for flood and coastal erosion risk management in England that:
- Provides the strategic direction for the next ten to twenty years, with commitments to review progress regularly and to set issues in the context of the longer term.
- Looks wider than flooding from rivers and the sea to consider all aspects of flood and coastal erosion risk management, taking a holistic approach.
- Sets flood and coastal erosion risk management firmly in the context of Defra’s aim of sustainable development.
- Looks at a broad range of drivers for change including climate change and planning and development pressures.
Partners across Government departments and agencies, associations and stakeholder groups have already been engaged in this strategy development exercise. The Government launched a public consultation exercise on 29 July 2004 in order to seek views on the proposals from as many different stakeholders as possible (to download the consultation paper go to: http://www.defra.gov.uk/corporate/consult/waterspace/index.htm).
Many of the issues raised in the consultation document and proposals for this new strategy will be of interest and significance to a wide range of policy-makers, deliverers and other interested parties. This conference falls towards the end of the consultation exercise. It aims to provide a forum for a broad range of stakeholders to debate key sets of issues raised in the consultation document, in order to raise awareness, promote understanding and work towards consensus.

Integrating Land-use and Water in Practice Linking Surface and Groundwaters: Developing Priorities and Long-term Vision November 10th 2004,SOAS, London
The traditional way we have viewed water management – in compartmental boxes – has tended to fly in the face of our basic understanding of the water cycle and its linkage with how we manage the land. Principles like sustainability and ecosystem approach are forcing us to both think and act in a more integrated and holistic way. The Water Framework Directive, with its emphasis on healthy aquatic ecosystems as a measure of a healthy overall environment, is providing a new legislative driver forcing us to take a more integrated view than hitherto. Of considerable concern, however, is the growing evidence of a range of closely inter-related issues that are going to be both highly damaging and very expensive to resolve unless action is taken in a timely way. Unless we understand the systems and processes that influence the levels, the flows and the pollutant fluxes that influence the aquatic ecosystem, we will not be able to manage the land effectively to address the major pressures, such as diffuse pollution and unsustainable abstraction. The meeting will deliberately take a holistic view of this problem but place the importance of groundwaters centre stage, rather than where they have been unacknowledged and undervalued.
The conference is timely. Government is currently consulting on catchment sensitive farming with particular regard to the issues of diffuse pollution from nutrients. A listing of some of the key factors shows how many of the aspects are linked: land use and fertilisers, CAP reform, diffuse pollution (who pays?), eutrophication of surface waters, biodiversity threats from degraded SSSI rivers, and long-term contamination of groundwaters, health risk, treatment costs, long-term investment by the water companies, water pricing, periodic review etc. The solutions need to be joined-up (over Government and sectors) and consistent over time.
The aim of this event is to highlight the challenges we face, the integrated nature of that challenge and then the question of whether this response is adequate to meet the threats.

2. RSPB/CIWEM Living Wetlands Award 2005 – Call for Entries!
RSPB and CIWEM are calling for entries for the 2005 Living Wetlands Award. The prestigious Award was established in 2003 by the two organisations to recognise and reward projects that demonstrate the multiple functions and sustainable use of wetland habitats.
The prize includes a bronze trophy of a snipe (the Mance Memorial Trophy) and £1,500 to enhance the winning scheme’s impact, and the closing date for entries is 30 November 2004. See http://www.ciwem.com/awards/ for Award guidelines and full details of entry criteria.

3. CIWEM Members Selected for Science Council Policy Groups
C. Brian Buckley has been selected to represent the Institution on the Science Councils Science in Health Policy Group. Brian is currently an independent consultant working as a special risk assessor in the UK/USA water industry. Prior to this he was Chief Scientist for South West Water and was Chair of the CIWEM Water Supply and Quality Panel for many years.
The Science in Health Group will endeavour to promote the public awareness of the benefits to be gained from the effective use of science in the improvement of health and respond to major issues relating to health, particularly those raised by the Department of Health, Department of Education and Employment, and the Department of Trade and Industry/Office of Science and Technology.
Terry O’Flynn has also been selected to represent the Institution on the Science in Society Subgroup. Terry has been an Environmental Scientist for 32 years and has been involved in the design and operation of water, sewage and industrial wastewater plants. Additionally he has worked with Queens University, Belfast on training programmes and process R&D. For the past 12 years he has been operating as an environmental consultant.
The Science in Society Group will be addressing policies, strategies and activities in public engagement, encompassing issues relating both to people’s ability to exercise appropriate choices in a democratic society as well as the role of science as part of our culture and of our economy.

4. Society for the Environment admits the Institution of Chemical Engineers to Membership
The Society for the Environment (SocEnv) has admitted (1st July 2004) its latest professional body as a full member: the Institution of Chemical Engineers (IChemE). The IChemE becomes the 12th professional body to be admitted to SocEnv, and is now applying for the SocEnv licence to enable the issuing of the new Chartered Environmentalist (CEnv) qualification to its members, which it anticipates being able to award from September. CEnv is the pre-eminent professional qualification and recognition of excellence for environmental professionals.
The Society for the Environment was established in 2000, and aspires to be the leading and co-ordinating umbrella body in environmental matters and a pre-eminent champion of a sustainable environment. Its membership now comprises twelve leading environmental institutions and learned societies (known as “Constituent Bodies”). Each full member may apply to be licensed to grant the new qualification of CEnv to their appropriately qualified individual members. Between them the Constituent Bodies have individual memberships comprising over 125,000 practitioners.

5. Technical Panels Update
Waste Management CIWEM’s Waste Management Panel met in July and continued the development of a number of Policy Position Statements including Composting, Mechanical Biological Treatment of Waste, and Recycling. Discussions were also ongoing regarding a proposed conference on Innovations in Waste Management which is scheduled for February 2005 in Leeds. Other issues that were discussed included the present hazardous waste situation, waste acceptance criteria and fly tipping.

6. Consultations
CIWEM responds to a wide range of consultation documents as part of its technical and policy output. The majority of technical comment for these responses originates from the Institution’s Technical Panels but if you are a CIWEM member you may register your views with us for incorporation into a response. It is important that the Institution reflects its members’ views as far as possible in these responses. A list of the consultations that are currently being considered, together with an internet address for the papers themselves, features in every edition of E-News.
If you have views on any of the issues raised in any of the consultation papers listed below we would very much like to hear from you. A deadline for when we need to receive your comments is always listed. Please do make sure you have your say. 8. Meeting Room Available for Hire at CIWEM
The Institution's premises in John Street, situated between Bloomsbury and the City, has a room available for letting. Set out in Board Room style, it comfortably seats up to 15 people and is ideal for small meetings.
Hire charges are as follows: Rate for 15 people: £25 per hour or £125 per day Rate for 8 people: £20 per hour or £105 per day Tea/coffee and biscuits are charged at £2.50 per head and sandwiches/cold buffet lunch requirements are charged at cost plus £1.00 per head. All charges are subject to VAT. Photocopier and fax facilities can be made avaliable, subject to a charge of 10p per photocopy page and 10p per fax page (UK only).

11. Air Pollution Information System (APIS)
A multi partner 4 year work programme was recently launched. The Air Pollution Information System (APIS) provides a comprehensive and up to date web based database of air pollution effects on habitats and species. APIS allows a search by habitat or species as well as by pollutant. It also allows you to undertake a simple site based assessment of pollution impact. The database is easy to use and can be found at www.apis.ac.uk.

Waste and Resources Action Programme invites tenders for full scale operational trials involving the use of recycled glass in selected markets
The key objective of this work is to demonstrate the benefits of using recycled glass in a series of defined applications in order to help develop and expand end market opportunities for recycled glass by accelerating the transition from pilot stage to commercial application. The work will include full scale operational trials. Tenderers are invited to submit their proposals for one or more of the following areas:
- Water filtration applications – drinking water, swimming pools, sewage treatment, industrial effluent and/or process water (WRAP would be particularly interested in applications from companies involved in the food & drink or pulp & paper industries)
- Brick fluxing agent – for both intermittent and tunnel kiln applications
- Ceramic fluxing agent applications
- Cement and/or concrete-based product applications
- Grit blasting applications
- Sports turf applications
- Other higher value applications which offer significant potential tonnage

13. Standing Conference on Stormwater Source Control – Quantity and Quality – September 2004

Since 1990, the Standing Conference has provided the national forum for presentations by engineers and other relevant professionals of the many and various ways that stormwater may be disposed of on-site, or may be controlled in discharge from the curtilage or upstream development to a receiving drainage system. Today, with the introduction of Sustainable Drainage the Standing Conference continues to play its part in promoting the introduction and understanding of design and performance of SUDS techniques. The meetings will be structured to encourage discussion and the widest exchange of experiences.
The Standing Conference will be important to design engineers working for developers and their consultants; reviewing engineers employed by local authorities, the new water companies and EA; and for planners and catchment managers who set policy on stormwater source control and on the other strategic control methods.

14. IAgrE Masterclass on Spray Technology for Agriculture and Horticulture Theory and Practice
28th September 2004 at 14:00 SRI, Wrest Park Silsoe, Bedford
This IAgrE masterclass will be presented by Professor Paul Miller, one of the worlds leading authorities on sprayer technology. Professor Miller is the Director of Technology at Silsoe Research Institute. He is a trained agricultural engineer who for the last 20 years has worked principally with spray application equipment and in aspects of precision agriculture.
This Master Class will examine the principles of spray generation in a range of nozzle types used for agricultural and horticultural applications. Nozzle performance has conventionally been defined in terms of a pressure/flow characteristic, volume distribution pattern and a droplet size distribution but other physical parameters are also known to influence spray deposition, pesticide efficacy and the risk of drift. Methods for measuring nozzle performance and using the information obtained in practical situations will be explained in the session. A visit to the Spray Laboratory at Silsoe Research Institute will form part of the Master Class.

15. Accelerating Sustainable Development conference – November 2004
The Sustainability Alliance are running an important 2-day conference, Accelerating Sustainable Development, on 16-17 November 2004 at the IEE, Austin Court, Birmingham, UK. Uniquely, this conference will bring together engineers and technical professionals from many different fields to exchange their knowledge and learn from each other’s best practice. In addition to featuring a line up of leading speakers on sustainable development policy and practice, the conference will:
- Produce an interdisciplinary technical action plan to drive forward sustainable development in the UK
- Generate interdisciplinary professional input into the current review of the UK Sustainable Development Strategy and other policy documents

16. Regulation for Environmental Protection – January 2005
The International Water Association’s Regulator’s Interest Group will be running a conference on 28th January 2005 in Cardiff entitled ‘Regulation for Environmental Protection’. Speakers from the UK, South Africa, the USA and Australia will describe how alternative regulatory regimes have been established to address potential pollution from both industrial and municipal sources. Subjects include diffuse pollution, river basin management and regulation of the water industry.
