Next year the CIWEM Annual Conference comes to London for the first time, offering CIWEM members and our other delegates unrivalled opportunities to build and enhance working relationships in a stimulating environment.

2. CIWEM Consults Members on Proposals for Change
CIWEM is committed to continuous improvement to become a more inclusive, transparent and representative organisation, better placed to meet best practice requirements of the Charity Commission and become more flexible in meeting members' needs. This means proposals on a new approach to the way CIWEM governs itself and empowers members.
So, Council, the governing body of CIWEM, is consulting members, and other stakeholders, on proposed changes in Institution governance, and it wants members' views. The proposals follow a recent review of present governance and practices undertaken by a Governance Task Group, comprising senior Council Trustees and executive staff, and carried out with the advice of the Institution's legal advisers. The consultation pack, 'Making Change, Being Fitter For Purpose', includes documents which set out the principles for change, a draft revision of the Institution's Royal Charter and Bye-laws and other supporting information. All members, Branches, Groups and other stakeholders are being urged to comment by the closing date of noon on 31st January 2007 . The consultation documents can be accessed and downloaded from the Institution's website, www.ciwem.org. Alternatively, a hard copy can be sent on request by contacting Lorraine Poole at CIWEM on tel: 0207 831 3110.
Commenting on the consultation, Governace Task Group Chair and Past President, Jim Oatridge OBE, said, "The consultation excercise will not override the constitutional right of those members qualified to vote at an AGM or EGM to decide the future governance arrangements for CIWEM. There will be a formal Ballot of members on change proposals in due course. However, the views of those who do respond to the consultation will be a vital part of informing Council's thinking on the proposals as we seek to become an organisation fitter for purpose, better placed to meet future challenges".

3. The Future of Coastal Communities at Risk
Around one and a quarter million properties are at risk from coastal flooding and erosion in England and Wales. Small rural coastal communities are amongst those that will particularly bear the brunt of climate change. CIWEM believes that maintaining the current line of defence in these areas will become increasingly unsustainable and so recommends managed realignment where appropriate.
In its new briefing report ‘Taking Managed Realignment Forward as a Policy Option for Coastal Management in England and Wales’, CIWEM notes that there are substantial constraints that have prevented managed realignment being implemented more widely. These include controversial issues such as compensation for property loss, community relocation and social justice.
Whilst there is a legal obligation for authorities to provide replacement habitat for birds when undertaking managed realignment, many homeowners receive no such compensation for losses they incur. In this report, CIWEM looks at how we can overcome these constraints and urges Government to address these issues so that managed realignment can form an integral part of our flood and coastal erosion risk management policy.

4. CIWEM sets out 15 Priorities for Tackling Climate Change
CIWEM recently set out fifteen key actions for individuals, industry and policy-makers to address in order to tackle climate change. In its latest Policy Position Statement, CIWEM has called for the strengthening of international agreements on climate change; consistent and unambiguous UK policy on the issue, with consideration of climate change impacts in all key policy decisions in terms of their estimated impact on greenhouse gas emissions; a number of specific targeted measures to reduce emissions such as far wider use of innovative incentives to encourage emissions reductions, as well as increased education of the public about the importance of the issue, its risks, and importantly, the links between their activities and the impacts, and how they can themselves make a positive contribution.
There are many barriers to overcome in tackling what is arguably the greatest challenge faced by mankind. Despite increasing awareness and appreciation of the problem on all fronts, there remains much inertia which decision makers must overcome if prompt action on a meaningful level is to be instigated. Delaying action will result in even greater action being required later, with even a five year delay being significant. And if action were delayed 20 years then rates of emission reduction may need to be between three and seven times greater to meet the same temperature target. CIWEM has therefore called for urgent and major investment in mitigation and adaptation to climate change.
In the UK, action needs to be more focussed, unequivocal and immediate. Currently, national policy is at best confused when it comes to reducing greenhouse gas emissions. CIWEM has called for Government policy decisions to set out their impacts in terms of emissions, compared to other options and a ‘do nothing’ approach. Equally there must be clear and measurable targets. Housing and Transport policy is key in terms of impact on our emissions and these must be set clearly within the context of climate change.
Internationally, CIWEM believes we do not yet understand the science of climate change completely, and there is a need for further research into the mechanisms involved and in refining models and projections. CIWEM considers that in particular, climate observation stations need to be protected and expanded.
Seldom if ever before has there been a need for nations to work together in concert to address a common challenge of such scale. The Kyoto protocol was a brave attempt to achieve this, however as a system of allocating emissions it is ad-hoc. Another solution which CIWEM considers offers a more equitable basis for response is called 'contraction and convergence', developed by the Global Commons Institute. Under this approach all nations would reduce their emissions via annual ceilings for global emissions, reducing at different rates until they settle at a level whereby each country has the same per capita emissions as their neighbours.

5. CIWEM Conservation and Recreation Panel
The CIWEM Conservation and Recreation Panel is comprised of members of the Institution, together with some other interested individuals, who work together to provide policy and technical advice and support to CIWEM’s secretariat. CIWEM member Alan Woods has been Chairman of the Panel since 2003. Other Panel members bring expertise from academia, heritage, local authority amenity circles, environmental regulators and consultancies. As well as producing a range of Policy Position Statements on issues from soil protection and management to the recreational use of inland waters and the management of public parks and open space, the Panel have provided input into a raft of CIWEM consultation responses to Government and two special editions of Water and Environment Magazine. It is currently examining how to further the cause of urban river restoration through a range of initiatives.
CIWEM’s Panels always welcome expressions of interest from those with expertise in their respective fields. Although they meet three times per year, much Panel output is delivered in between meetings with the support of the CIWEM Policy Officer. 6. CIWEM World of Difference and Young Members Awards Closing Dates
CIWEM’s World of Difference and Young Members’ Awards will be closing in mid-January 2007, so ensure you get your entries in on time!
World of Difference Award sponsored by Black and Veatch closing 12/01/07 The World of Difference Award was established in 2004 as a means of rewarding the leading proponents of the practical application of science and engineering for environmental improvement. The Award focuses on innovative design in water and wastewater projects.
Entry Criteria The Award is international and open to all, with the exception of Black & Veatch projects. To be eligible for the Award, projects must:
- Relate to the water cycle
- Be at least at the application stage and specific, rather than theoretical design
- Be innovative and achievable
- Demonstrate sustainability
- Be beneficial to the environment

CIWEM Young Members Award sponsored by Jacobs Babtie closes 19/01/07 The CIWEM Young Members’ Award recognises the outstanding contribution to environmental understanding made by a young member of CIWEM. Winners of CIWEM Branch and Group Young Members’ Competitions are eligible for nomination for the overall CIWEM Young Members’ Award.
Entry Criteria Only the winners of Branch/Group Young Members’ Competitions are eligible for nomination for the Award (for details of Branch and Group Competitions please visit the CIWEM Branch or Group web pages). Nominations should be made by the Branch/Group Chairperson. Entrants must be:
- aged 30 or under on the closing date
- the sole author of the paper or the lead author of a co-authored paper
- a member of CIWEM (any level)
The paper should:
- address an environmental or water related issue
- be a piece of original work
- demonstrate sustainability and not contravene CIWEM’s code of environmental ethics
- be no longer than 5000 words and should conform to the styling and format requirements of papers for the CIWEM Journal (see Guidance Notes for Authors).
The Prize The Award comprises a trophy (a silver quaich cup), a framed certificate, publication of the winner's paper in CIWEM’s Water and Environment Journal and a place on the CIWEM Young Members' Study Tour (or an alternative cash prize of £600). 7. CIWEM International News
United Nations Framework Convention on Climate Change (UNFCCC) CIWEM was formally admitted as an observer to the Conference of Parties (COP) at the UNFCCC meeting in Nairobi last month. The COP brings together global experts and organisations with proven expertise in the field of climate change. Such recognition will allow CIWEM to contribute to the Climate Change debate at the national and international level. At the meeting, the Institution was represented by locally based CIWEM members, Dr M. Mwinyihija, Christopher Hinson and Adrian Radcliffe. Climate Change in Europe CIWEM represented the EWA (European Water Association) at a meeting of the International Steering Committee on the Symposium for Climate Change. The symposium aims to strengthen the integration of climate change issues into EU policy and planning frameworks by bringing together all the major stakeholders from governments, EU, regulators, the water industry, the scientific community and NGOs. The results of the symposium will be summarised in conclusions and recommendations sent to all relevant ministers during the German Presidency in the first half of 2007. The symposium will also inform the development of the EU Green Paper on Climate Change. CIWEM will also be represented at the EU conference 'Adaptation to Climate Change: the European Dimension' which will be held in Brussels on 21st February, 2007, at which the EU Green Paper on Climate Change and adaptation will be launched. The conference is part of the EU Second European Climate Change Programme (ECCP II).
European Water Industry comes together to celebrate achievements The European Water Association (EWA - www.ewaonline.de) held its Silver Jubilee celebrations last month. The event drew people from all over the world and brought together all the main European water industry organisations, such as EUREAU and Aqua Europa. There were a series of presentations given by representatives of the International Water Association (IWA), European Commission, United Nations Environment Programme (UNEP), Water & Environment Federation (WEF) and Japan Sewage Works Association (JSWA). The Silver Jubilee celebrations were complimented by the EWA annual conference held on 7th November, which focused on international standardisation, the latest developments in EU policy, the implementation of EU directives in new member states and also looked at progress since the 4th World Water Forum. The conference was an excellent forum for debate.
Water Re-use and Recycling Seminar The twin concerns of climate change and urban development are expected to create significant challenges for the maintenance of an adequate water supply for domestic, industrial and environmental needs in the short as well as longer term. As water resources are stretched demand management can provide some benefit but, to maintain adequate supplies in the future, there is a need to consider more efficient use of water before returning it to the environment as well as examining alternative sources.
A DTI Globalwatch mission visited Singapore and Australia at the end of November, to investigate the regulatory, standards and technological needs of wastewater recycling, reuse and other development processes and applications. The mission’s findings will be discussed through a series of presentations from the mission team on 27th February, 2007. All attendees will get the opportunity to pose questions during panel discussions. A full written report of the mission’s findings will also be made available to all attending delegates.

United Nations Water & Sanitation Officers An opportunity has arisen to meet with United Nations Officers specialising in the water and sanitation sector and speakers on the World Bank, Inter-American Development Bank and the European Commission's external aid arm-'EuropeAid'.
The two key addresses will be given by Dr Dinesh Shrestha, Senior Water & Sanitation Officer from UNHCR Geneva and Mr Raju Shrestha, Chief-Water Sanitation and Education from UNICEF Copenhagen and they will be available to meet with attendees after each seminar. This is an excellent opportunity to meet face-to-face with key UN personnel who will also be joined by various UK Commercial Officers specialising in the area of aid-funded business.
The roadshows will take place in London on the 15th January 2007, Cardiff on the 16th January 2007 and Rotherham on the 17th January 2007 and places are free of charge.

Fact-finding Mission to Poland visiting Szczecin and Gdansk 12 February to 15 February 2007 Roughly € 6 billion will be allocated to Poland from EU cohesion and structural funds for the environment sector during the period 2007-13. It is anticipated that roughly € 3.5 billion of this will be allocated to water sector projects.
€2.5 billion will be allocated for major water supply projects each having a value greater than €25 million from cohesion funds. €1.0 billion will be allocated to smaller wastewater treatment projects serving a population equivalent of less than 15,000 from structural funds.
In addition to the anticipated financial allocations for 2007-13, Szczecin is planning to publish 3 tenders in December or January with a value of around €20 million using current EU funding allocations, and Gdansk will be publishing 9 tenders having a combined value of €90 million in the near future.

From January 2006 CIWEM’s Journal – Water and Environment Journal has been published on behalf of CIWEM by Blackwell Publishing; in line with these changes we are increasing our reviewer database. Reviewers peer-review technical papers to determine their suitability for publication and advise on any amendments or revisions necessary such that papers are credible and accurate; enhance knowledge and understanding of water and environmental issues; promote sustainable development and are a credit to the standing and reputation of CIWEM and the profession.
This is a great opportunity to be involved in the work of the Institution and be the first to read exciting new research. 10. CIWEM Professional Review and Mentoring Workshops 2007
Preparing for the CIWEM Professional Review – Tuesday 13th February Applicants for Corporate or Associate grades of membership will be required to complete a Professional Review. This workshop is designed to help you to understand each element of the Professional Review process including report preparation and the panel interview.
How to be a CIWEM Mentor – Tuesday 24th April CIWEM Structured Training is an essential element in the process of gaining membership. This workshop examines the skills required to be a work place Mentor and shows how to apply them in a CIWEM Structured Training Scheme.
Workshop on Professional Ethics – Thursday 26th April Anyone preparing for the Professional Review will need to ensure that they have attained the CIWEM Mandatory Competences. Competence C1 is the requirement to address and apply Professional Ethics in your work. This workshop aims to provide a thorough understanding of the subject.

16. Global Leakage Technology Summit 2007
Adopting the most effective strategy for water efficiency and leakage management 25th – 26th January 2007, with a pre-conference workshop on 24th January, at the Hotel Russell, London
Globally, water demand is rising and resources are diminishing. The problem of water loss and leakage is a perennial one, and utility operators need a strategic approach to tackle it. The 2007 summit examines case studies from utility practitioners worldwide - describing their strategies and programmes for leakage management and water efficiency. Together, these programmes form a strategy for restoring a potentially huge lost resource.
The pre-conference workshop, facilitated by Ewan Group, will concentrate on ‘ asset management planning and leakage strategy development ’, and will be followed by a site visit to view Thames Water’s innovative ‘Smart DMA’ project.
The conference sessions will include an international panel discussion to review the alternative management options being practised internationally. An industry and regulator panel discussion will discuss the thorny issue of economic leakage models and leakage targets set against a background of social and environmental effects and regional supply/demand issues.
