2. Staff Change at CIWEM HQ

Welcome to Natasha Thorneloe who joins the team at John St as CIWEM’s new Director of Finance and Resources. Natasha succeeds Julia Burgoyne who left the Institution at the end of November last year - after 10 years dedicated service - to travel and spend more time with her family. Natasha was previously employed in a similar role with the green charity, Learning Through Landscapes, that works with schools on environmental education programmes. Prior to that, Natasha worked for the Wildlife Trusts. Reporting to the Executive Director, Nick Reeves, Natasha’s role at CIWEM will be to manage the Institution’s finances, budget and resource planning, health and safety, human resources,IT and compliance.

Commenting on Natasha’s appointment Nick Reeves said, “I’m delighted that Natasha has joined us in this important role at a time of change for the Institution. Her background in the charity sector and in green NGOs will be of great value to CIWEM.”

3. Moving Forward with CIWEM

CIWEM is facing up to external challenges by introducing changes to its Constitution for the way it does business that will have benefits for all and make it fitter for purpose. The CIWEM governance review - which began two years ago - is drawing to an end with the promise of streamlining the way the Institution is governedand give greater recognition to its members.

Speaking about the review, CIWEM President, David Rooke said:
“ Having consulted with members on our plans, and having secured the approval of the Charity Commission in England and Wales, the Charities regulator in Scotland and The Privy Council for amendments to our Charter and Bye-laws, we can now hold an Extraordinary General Meeting (EGM) of the Institution and ask for members’ agreement to implement the changes. The Institution’s Council hopes that members will share our vision of a 21st century Institution and will recommend that members support our proposals.”

Among the proposals are: the introduction of a new ‘C.WEM’ post-nominal designation for Fellows and Members who are also Chartered Water and Environment Managers; the introduction of an ‘ACIWEM’ post-nominal designation for Associate members; full voting rights for Associate members; a smaller but more representative Trustee Board that all members can apply to join using open and transparent processes recommended by the Charity Commission; member approval (or otherwise) of Trustee Board appointments; the introduction of an Annual Assembly where members can engage with Trustees and senior staff; empowerment of Branches and Groups where Rules will be replaced by Guidelines.

A Notice of the EGM and supporting documents has been sent to members which can also be downloaded from www.ciwem.org. Members are urged to attend and support the agenda for change.

4. Launching Environmental Careers with CIWEM

From engineering, journalism and conservation to economics, marketing and design, nearly 500,000 people in the UK have a career in the environment. But gaining the knowledge and experience needed for a successful career can bea challenge, whilst finding the right staff can be difficult for organisations.

CIWEM’s new website www.environmentalcareers.org.uk helps:

  • Companies attract high quality employees through job postings, company profiles, employee testimonials, case studies and adverts
  • Students find information about the wide range of opportunities available in the environmental sector through extensive sector summaries, job profilesand university information

5. Arts and the Environment

As part of CIWEM’s commitment to increase public understanding of the challenges to our planet, we have created an Arts and the Environment initiative that will promote the relationship between the arts, sciences, technology, business and the environment. This initiative was launched very successfully during The Global Environment in October, with one day dedicated to discussing the role of the arts in sustainability and an invitation only party at TheCity Inn.

Arts and the Environment is the Presidential theme for David Rooke’s year in office and he will be encouraging Branches and Groups to include it as part of their activities and programmes. The West Midlands Branch already have a good track record in doing this through the direct involvement of President-Elect, Alastair Moseley, the Rivers and Coastal Group are looking to include artists in their AGM and Past President Bob Sargent is helping establish links with the South West Branch and Cape Farewell. Cape Farewell takes artists, writers, scientists and educators on voyages to vulnerable ecosystems to create various outputs in reaction to what they see – inevitably climate change focused. They are launching their Eden Project collaboration on 20 December with mulled wine and mince pies, a night tour of the biomes and some ice skating. If any CIWEM representative is in the area and would like to attend, let Emily Doyle (emily@ciwem.org) know and your details will be passed onto them.

Currently, we are establishing an Arts and Environment Network that will work towards embedding creativity into environmental practices. We are also developing long term relationships with institutions, organisations and individuals that share CIWEM’s vision such as the RSA and the Arts Council. We encourage all Branches, Groups and members to become involved - we welcome the opportunity to meet, work with and promote any other organisations or projects that involve artists in planning processes, flood risk management schemes, activist art, educational programmes or anything else of interest, so please keep us informed of contacts you may have.

6. CIWEM Annual Dinner 2008

An evening of socialising, celebration and forward thinking is taking place at the historic Drapers Hall on 8th May. CIWEM’s President and Council will entertain the leading professionals from water companies, environmental agencies, government and regulatory bodies, environmental consultancies, contractors, professional associations, NGOs and the media. With over 270 guests, this promises to be an evening to remember.

7. Climate Change Affects Human Rights

Climate change is violating the fundamental human right to a safe, secure and sustainable environment and the effects are falling disproportionately on developing countries. CIWEM wants the UN’s Human Rights Day on 10th December to recognise this vital connection.

Climate change highlights the interaction between economic development, environmental degradation and social inequity. Industrialised countries are responsible for half of the global carbon dioxide emissions but only 15 percent of the population. Ninety-eight percent of those affected by climate change between 2000 and 2004 lived in the developing world.

CIWEM believes that climate change is a human rights issue, which undermines the ability of developing countries to implement social reforms and damages the long term health and culture of entire societies. Climate ‘shocks’ such as droughts, floods or hurricanes force the poor to adopt emergency measures, which result in reduced nutrition, withdrawal from schools, cuts in healthcare investment or forced migration.

CIWEM believes that we must take responsibility for our actions. The UN’s latest annual report on human development and climate change says that rich nations need to cut emissions by at least 80 percent, with developing nations cutting around 20 percent.

8. CIWEM is Still Calling For Zero Vat on Digital Publications

In March 2007, CIWEM encouraged Gordon Brown to extend proposed reduced VAT rates for energy efficient products to digital publications. Although Gordon Brown has committed the UK to reducing carbon dioxide emissions by 80 percentby 2050, online publications are still being charged the normal rate of VAT.

If we are to reach this goal of a low carbon economy, CIWEM believes that it is a travesty that online versions of books and journals attract 17.5 percent VAT, whereas the less environmentally sound print version attracts zero percent VAT. The carbon dioxide emissions involved in the process of producing a hard copy publication, in terms of transport, printing, paper usage, chemical usage and other life cycle costs, is significant.

CIWEM Executive Director, Nick Reeves, challenges the current Chancellor to:

“Live up to the promise made by the Prime Minister, in his first green speech, that painful decisions will be taken for action on climate change by tackling this environmental issue with the same conviction as for energy saving light bulbs and plastic bags. We welcome the fact that the Government has committed to a tougher target on carbon emissions but we call on the Government to take a lead and ensure that the current unsustainable VAT rules are changed forthwith as a contribution to achieving that target.”

9. Protecting Our Green and Pleasant Land

Green Belt is set to become the next environmental battleground as green groups square up to the Government and its plans to build hundreds of thousands ofnew homes across the country.

Commenting on the Government’s plans, CIWEM Executive Director, Nick Reeves says:

“Proposals for development on Green Belt should be halted in order to carry out a more thorough review of land ownership in this country. With around one percent of people in Britain owning over seventy percent of all land, it is vital that we have a better understanding of where this land is, its purpose and condition, and whether any of it can be released for housing in a way that works with the grain of nature, is fair for all and protects Green Belt.

More importantly, it is time to recognise that we cannot continue to pick away at the landscape to meet the housing needs of a growing population without realising that this will further breach environmental limits and Britain’s ability to sustain it. A big population may have economic benefits but eventually it will have disastrous ecological consequences.”

10. CIWEM Says No To Unprincipled Land Grab

With global warming opening up remote regions, CIWEM is extremely concerned about increasing international interest in the exploitation of fragile environmentsfor energy sources.

Russia was criticised for making claims beneath the Arctic Ocean, France has registered a claim around pacific island New Caledonia and now the UK is signalling that it intends to extend sovereign rights to oil, gas and mineral exploitation in the British Antarctic Territory by 50 percent.

CIWEM considers that this claim would be in defiance of the spirit of the 1959 Antarctic Treaty, which states specifically that no new claims shall be asserted on the continent and prohibits any non-scientific mineral related activity.

The UN’s new commission on the limits of the continental shelf allows countries with an interest in drilling in the Southern Ocean until May 2009 to register a claim. CIWEM regrets that the establishment of this commission actually encourages such claims when little is known about the environmental impact on marine life of drilling and exploration at great depths.

CIWEM believes that the UN secretary-general Ban Ki Moon should reinforce the message that Antarctica must remains under international jurisdiction.

11. Faith in the Environment

As many religions believe that it is immoral to damage our world, CIWEM believes that the world’s faiths groups need to take a leading role in protectingthe environment.

CIWEM Executive Director Nick Reeves says:

“The organised faiths of the world have a long and proud track record of direct action against hypocrisy and wrong-doing. Yet for too long they have been silent on the environment and the iniquities that have come with environmental degradation and abuse. Faith groups are extremely well connected to the political establishment and are ideally placed to press governments into working harder together for action on climate change. When it comes to the environment there is a leadership gap; they must assume a role that is rightfully theirs.”

“Religious leaders need to make the planet their priority: it is time that they harnessed the power of the many millions of their followers and fulfilled their collective role in reminding us that we have a duty to restore and maintain the ecological balance of the planet.”

12. New Journal of FloodRiskManangement , supported by Arup, MWH and Royal Haskoning

CIWEM’s new journal with Blackwell Publishing, Journal of Flood Risk Management, is open for paper submissions. This online journal will cover all aspects of Flood Risk Management and provide content ranging from leading edge academic papers to the practical implementation of real projects. In this way it will appeal both to academics and practitioners. The journal is supported by Arup, MWH and Royal Haskoning and has already attracted a high level ofinterest from a number of different communities.

Reviewers with suitable expertise in the subject area of flood risk management are also currently being recruited. All submissions and reviews will be completed online through Manuscript Central which can be found at http://mc.manuscriptcentral.com/jfrm. This online submission and reviewing system will assist authors worldwide in submitting their papers and reduce the amount of time it takes for a decision to be made, ensuring timely publication.

13. 2008 Awards - Final Call For Entries

CIWEM Young Members’ Award 2008
The CIWEM Young Members’ Award 2008, sponsored by Jacobs Babtie, recognises the outstanding contribution to environmental understanding made by a young member of CIWEM. In order to make the award more inclusive the criteria has changed for 2008. Entrants must be nominated from their Branch, Group or employer by filling in a nomination form. A panel of judges will assess each nominee on a number of criteria and the short listed candidates will be invited to London for a presentation and informal interview.

The Award comprises of a trophy (a silver quaich cup), a framed certificate, publication of an article in Water and Environment Magazine and a cheque for £1000. The Award will be presented at the CIWEM Annual Dinner in London in May 2008. World of Difference Award
The World of Difference Award was established in 2004 as a means of rewarding the leading proponents of the practical application of science and engineering for environmental improvement. 14. CIWEM One-Day Workshops 2008

Preparing for the CIWEM Professional Review – Tuesday 29th January, Tuesday 4th March, Tuesday 24th June, Tuesday 21st October.
Applicants for Corporate or Associate grades of membership will be required to complete a Professional Review. This workshop is designed to help you to understand each element of the Professional Review process including reportpreparation and the panel interview.

How to be a CIWEM Mentor – Tuesday 22nd April and Tuesday 11th November.
This workshop examines skills required to be a work place Mentor and showshow to apply them in a CIWEM Structured Training Scheme.

15. CIWEM International News

EWA Climate Change Activity
Paul Horton, CIWEM’s Director of International Development, represented the European Water Association on a newly established 'Climate Change Activity steering group' under the Common Implementation Strategy of the Water Framework Directive. The Europe wide group is looking at the robustness of the WFD to expected climatic variations due to Global Warming, asking the question 'isthe WFD flexible enough to accommodate such changes'.

A workshop held in Bonn, 20th-21st November to examine this issue in more depth produced a number recommendations that will be considered by the EU. Some of the outputs were also included in the EWA response to the EU Green paper on Adapting to Climate Change and in the EWA Opinion on Climate Change, both documents have now been published on the EWA web-site www.ewaonline.de and for more information contact Paul Horton - paul@ciwem.org

European Water Association (EWA) – Water Management at IFAT 2008
The EWA will is co-hosting the 3rd Joint Specialty Conference, Sponsored by: European Water Association (EWA), Japan Sewage Works Association (JSWA) and Water Environment Federation (WEF), on the subject area of Sustainable Water Management in response to 21st century pressures - managers, planners and designers in water management are already dealing with a number of pressures such as new regulations, increases in water usage, greater demands in terms of risk avoidance, and changes in population demography. But now it is obvious that the changes in weather are bringing new and more variable pressures. This conference is focused on the practical consequences of the changes and how these can be mitigated and accommodated. European Network of Environmental Professionals (ENEP)
Register your expertise now! As reported in the last E-news, the ENEP has been established by Efaep - The European Federation of Associations of Environmental Professionals. ENEP is a database which allows professionals in the Environment sector to register their expertise on a system that will be marketed actively to the European Union and member states. ENEPis revamped and enhanced version of the Database of Environment Professionals.

Following the General Assembly meeting of EFAEP in early December 2007, a marketing strategy was developed to ensure that ENEP os promoted to the European Union and key organisations within the European Union countries. Stockholm Junior Water Prize
UK Entry for 2008 CIWEM is the lead organization for the UK entry to the Stockholm Junior Water Prize. This competition challenges pre-university pupils between the ages of 16-20 to develop a water related project of local, regional, national or international significance, which has ascientific, social or technological importance.

Students can enter individually or in groups of up to three, and the winning group from the winning school will be supported in visiting Stockholm to take part in the International Prize with all the other national winners, during World Water Week. The national winners will exhibit their projects at the Stockholm Water Symposium, present to the International Nominating Committee, attend the Stockholm Water Prize Ceremony and the Royal Banquetat the Stockholm City Hall.

The international Stockholm Junior Water Prize winner receives a USD 5,000 (approximately £2,500) award and a blue crystal sculpture in the shape of a water droplet. As a result of the competitions, thousands of young people around the world become interested in water. The winners of the 2007 Junior Water Prize were from Mexico and the group looked at the adsorption capacity of eggshells in the clean-up of toxic metals with afocus on lead.

Global Climate Change Network
CIWEM is a fully registered Non-Governmental Organisation (NGO) under the UN Framework Convention on Climate Change (UNFCCC) and the institution is providing it's independent professional view to the ongoing discussion process. As part of this ongoing involvement, CIWEM is establishing a Global Climate Change Network, with the aim of utilising the experience of CIWEM members across the countries where we are represented. CIWEM members will be encouraged to join some of the UN meetings, representing the institution and this will count towards your ongoing Continuing ProfessionalDevelopment record.

The network will bring together all the CIWEM members who have an interest in Climate Change and who want to support the institution inputting into the ongoing UN Framework Convention discussions and developments in your own countries as it hoped that this will be a network of knowledge that can help in the climate change discussions. CIWEM member Steven Wade represented the institution at the UNFCCC discussions in Bali in December 2007.

IWA World Congress 2008
CIWEM has bid to run a workshop at the IWA World Congress focusing on ‘The Impacts of Climate Change for the Water Sector Professionals’. It will be co-organised with the IWA specialist group on climate change and water. CIWEM will be seeking support and further input from members intothe development of the workshop.

CIWEM International Development
CIWEM is already very active internationally, with members in nearly 100 countries, MOUs with different organisations around the world, branches in countries such as Hong Kong and input into policy development at the EU and UN levels. However, we want to do more and I welcome any ideas that you have for developing the institutional activities further, perhaps by making more use of E-news, or members could recommend additional organisations that CIWEM should have agreements with, or events at which the institution should be present, or any other activity members feel that CIWEM should be undertaking.

Are you keeping your CPD record up to date?
All Members, Fellows and Associates of CIWEM are obliged to keep a record of their Continuing Professional Development, the current requirement for CPD is 30 hours a year. This message is particularly important for Chartered Scientists who will be asked to present their CPD record to revalidate their CSci designation after 5 years.
