1. New CIWEM Policy Paper on Diffuse Pollution of Water

CIWEM recently published a new Policy Position Statement on Diffuse Pollution of Water. The Institution calls for cost effective policy measures to address diffuse pollution and backs the proposals contained within the Department for Environment, Food and Rural Affairs' 'Directing the Flow' document. CIWEM suggests the use of binding codes of practice under the Water Framework Directive together with the use of stronger incentives to prevent pollution.

In the statement, the Institution calls for further research on issues including:
· Urban diffuse pollution, and policy options to address it;
· Implications of land-use planning decisions;
· Scope for sustainable drainage sustems to help to prevent pollution; and,
· The cost-effectiveness of options to alleviate and prevent diffuse pollution.

CIWEM advocates the use of the 'Polluter Pays Principle' to bring about more effort to control discharges to and from surface water sewers, and to reduce chemicals entering the environment.

On the legislative front, CIWEM suggests that EC Directives should take more account of costs and benefits before they are agreed and before being transposed into UK law a Regulatory Impact Assessment (RIA) should be undertaken. A wider range of stakeholders should be involved in the consideration of proposals for directives. The Institution also supports reforms of the Common Agricultural Policy to take account of environmental directives, including water directives, and encourage improvements to environmental performance.

2. Assist with the Technical Work of CIWEM - Pipelines Panel Members Wanted!

CIWEM's Pipelines Panel is looking for new members specifically from water company backgrounds in order to enhance the balance of representation within the Panel. The Pipelines Panel is a 'virtual' panel, which operates via email.

The objectives of the Panel are:

• To provide a focal point within the institution for expertise in the field of pipelines.
• To communicate via email, through the Chairman, to maintain a dialogue on pipeline issues, with reports issued to the Technical Lead Member of Council.
• To keep developments under continuous review and to provide technical advice to Council and Technical Panels, as necessary.
• To identify developing topics on which the Institution should liaise with Government and to assist the Institution in making appropriate representations.
• To respond, in a highly competent and authoritative manner, to consultation papers issued by Government departments and other bodies.
• To identify and promote topics which would be appropriate for CIWEM conferences, symposia, branch meetings and publications and to communicate these effectively within the Institution.
• To promote CIWEM's interests in the field with other appropriate organisations.

3. Technical Panels Update

CIWEM's Water Resources Panel met in May, when it formalised updates to two Policy Position Statements: 'Leakage' and 'Water Use Efficiency'. The Panel also finalised the new Policy Statement on Diffuse Pollution of Water (see item 2). A further Policy Statement on Water Resources under Climate Change is also being composed.

The development of conferences in the field of water resources was progressed, and the Panel discussed an event also on Water Resources under Climate Change. Preparations continued for the Panel's session at the CIWEM National Conference on September 10-12, which will deal with Wastewater Reuse.

At their recent meeting, the Institution's Water Supply and Quality Panel discussed forthcoming panel-led events, 'Getting the most from your Membranes', which will be held in Leeds on 1st July, and 'Getting to Grips with Quality at the Tap', which is planned for November 2003. They also discussed the technical sessions on 'Environmental Management Systems (EMS) in Industry' and 'Public Health, Customer Needs and Expectations', which the Panel would be running at the CIWEM National Conference in September.

4. Future Events - 'Mitigation' and 'Water Framework Directive - Ecological Aspects'

CIWEM is in the process of planning two further events for this coming autumn:

'Mitigation - Does it Measure Up'
This meeting will focus on the important issues concerning environmental mitigation, including:

• Overview of environmental mitigation policy and legislation,
• Measuring mitigation,
• New techniques and approaches
• Delivery of mitigation measures within environmental statements

Water Framework Directive: Implications - Costs and Environmental Benefits
This conference will explore the meaning of ecological quality with particular regard to costs and benefits in order to highlight the opportunities the WFD provides to achieve good status for most surface water bodies by 2015.

6. Science Council gets Chartered!

The Science Council, the umbrella body for scientific institutions, was granted a Royal Charter by the Privy Council at the Privy Council's meeting on 12 June. The announcement was made by Science Council President, Sir Gareth Roberts, at the Science Council's AGM in London on 17 June.

A Royal Charter means that the Science Council can now individually Charter, through the licensed bodies of the Science Council, those scientists who meet the qualifying criteria for Chartered Scientist (CSci).

In an exclusive interview with CIWEM News Sir Gareth said, "This is a great achievement for the science community and a testament to the hard work of many individuals on the Science Council Board. The new Chartered Scientist qualification will help to develop and maintain standards of professional practice and raise the profile of the very important work that scientists do."

CIWEM Executive Director, Nick Reeves, said, "As a constituent body of the Science Council CIWEM will encourage those existing members who meet the qualifying criteria to apply for the Chartered Scientist designation under a fast track 'grandparenting' scheme. Details about this will be announced by the Science Council and CIWEM later this year. In time this Institution will be able to offer two new qualifications in addition to the existing Chartered Engineer designation: Chartered Scientist and Chartered Environmentalist".

7. Cabe Space

Following the government's stated commitment to the regeneration of urban communities and its aim to halt the decline of public parks and green space, the Commission for Architecture and the Built Environment (CABE), has been given responsibility by the Office of the Deputy Prime Minister (ODPM) for co-ordinating the effort and expertise of a number of organisations and agencies to achieve better quality public spaces. CABE has just set up 'CABE Space' which will lead on this work under its new Director, Julia Thrift. CABE Space has now established a Steering Committee which will advise on policy issues and monitor performance of a CABE Space Business Plan that will include a set of Government targets. The Steering Committee includes representaives of a number of strategic partners including Groundwork, IDEA, ILAM, the Landscape Institute, Urban Parks Forum and CIWEM Executive Director, Nick Reeves, Chair of the Green Flag Awards Scheme.

In the meantime 234 entries have been received for this years prestigious Green Flag Awards compared with 171 in the previous year. Winners will be announced later this year when Regeneration Minister, Tony McNulty MP will make Award presentations.

12. Voluntary Service Overseas

Recently VSO - the international development charity that works through volunteers - has seen an increase in requests for water and environmental managers. Usually based in South East Asia or Africa, these include placements in hydrology, natural resource management and environmental management. They are an opportunity to enhance your professional skills while gaining practical experience in a development context.

Two examples are the placements we have in the Philippines for renewable energy engineers, one mechanical, one electrical.

Ideally, volunteers for these posts will be qualified in mechanical or electrical engineering and have some experience in renewable energy, particularly micro-hydro systems, photovoltaic systems and wind power systems. In return, you will receive flights, accommodation and health insurance and be paid a local wage.
