1. New RSPB / CIWEM Saltmarsh Creation Handbook Published

Coastal saltmarsh is a habitat of great conservation value, recognised as such by international treaties and conventions as well as by European and United Kingdom legislation.

Around 600 ha of the United Kingdom saltmarsh resource were lost between 1992 and 1998 as a result of various causes and it has been projected that the UK will have lost around 8.5% of this habitat, as estimated in 1989, by 2012. English Nature is presently assuming the loss of 100ha of saltmarsh in England annually as a result of relative sea level rise.

These important issues are considered in “The saltmarsh creation handbook: a project manager’s guide to the creation of saltmarsh and intertidal mudflat” recently published by RSPB and CIWEM.

The handbook presents practical guidance on the restoration and creation of coastal saltmarsh and associated intertidal mudflat to help those involved in the planning and delivery of such schemes successfully realise their goals.

Following an introductory overview, the handbook covers issues arising in the project-planning phase. Site selection, scheme design, formulation of management plans, funding considerations, the current legal and planning context, the regulatory framework and the process of environmental impact assessment are addressed.

The handbook then describes the practical techniques available to restore and create saltmarsh. It covers the engineering operations necessary to produce suitable site conditions and the establishment techniques employed to optimise/enhance site development. The case studies presented reflect the evolution of the approach from simple, small-scale, single function schemes to sophisticated, large-scale, multiple-function projects and illustrate how the practical techniques described have been applied to site-specific circumstances.

Technical terminology has been kept to a minimum to make the text accessible to the widest possible audience (hopefully everyone with an interest in the subject). Plates and figures have been widely used to illustrate the subject matter and extensive reference has been made to other publications in the field, relevant recent and on-going research projects and other sources of useful information.

2. CIWEM Conference on Agricultural Diffuse Pollution: Understanding, Progress and Action

Agricultural diffuse pollution from nutrients is widely acknowledged to be one of the most pressing environmental issues for a wide variety of reasons including:

  • Nitrate levels in drinking water, failure of compliance standards and escalating treatment costs,
  • Widespread damage to biodiversity both terrestrial and aquatic and the need to meet SSSI Public Service Agreement targets

This important conference aims to bring together all the key stakeholder groups with an interest in agricultural diffuse pollution to describe recent insights and developing programmes that should help create the right climate to resolve these long standing issues. The objectives of the conference are to:

  • Outline a wide range of current Government work in this area
  • Highlight important research findings from a range of disciplines which help us understand the scale of the problem and the solutions which we should be looking for
  • Look at how current programmes are being rolled out to help meet this challenge
  • In particular consider how concerted stakeholder actions at catchment scale can help to meet the challenge.

3. CIWEM Conferences Digest

The World Wetlands Day Conference 2005 was in a new format, mixing multiple workshops with plenary sessions, and this proved very popular with the 200 delegates. We are already making plans for the 2006 conference.

The Public Participation conference in March 2005 was extremely popular and a new model of “marketplace” speakers was utilised.

4. Technical Panels Update

Two of CIWEM’s Technical Panels met in May. The Water Supply and Quality Panel focused on the development of a range of future conferences, with subjects including Water Quality and Public Health – Swimming Pools and Spa Baths, Emerging Contaminants in Water Supply, New Developments in Analysis, Disinfection – Risk and the Regulatory Regime, and Inorganics. The Panel also spent time discussing the content of their forthcoming special edition of Water and Environment Magazine, which will be published in February 2006, as well as putting the finishing touches on a soon to be published Policy position Statement on Lead in Drinking Water.

The Water Resources Panel thanked member Richard Harpin, who retired from the Panel, for his assistance in recent years. The Panel discussed the water resources implications of the Government’s Sustainable Communities Plan, and continued the development of a range of draft Policy Position Statements. Discussions also took place on how the Panel could play an active part in the development of CIWEM’s young members. A decision was taken that each Panel member would invite a junior colleague to the next meeting. This ‘shadow’ panel would gain first hand experience of the issues discussed at such a forum, and would hold an afternoon debate.

6. Calling all Aspiring Chartered Environmentalists!

If you are currently a Fellow or Member of CIWEM you will have been sent an application to register with the Society for the Environment as a Chartered Environmentalist, (CEnv), via the ‘grandparenting route’.

This ‘fast track’ way of becoming CEnv is time limited and the guillotine will fall at midnight on the 22nd of September 2005. If you are considering making an application but as yet haven’t done so please make sure your completed form and supporting documentation are with us by the above date. After this time you will be expected to undertake another full Professional Interview to gain the title.

7. CIWEM WaterAid Project Links

CIWEM is pleased to announce that it raised over £14,400 for its 2004/5 Project Link with WaterAid, which focused on India. Of this total, an impressive £7,645 was raised by the Northern Ireland Branch largely through their popular Golf Day. Other Branches which raised significant amounts were West Midlands, South Western, Metropolitan and Scottish.

The Institution has a new Project Link for 2005/6 which will focus on the Old Ningo & Dodowa districts of Accra, Southern Ghana. The majority of the people in the project area are engaged in fishing and carry out subsistence farming. Access to potable water is 9.35%. The prospect of locating ground water has not been successful in the past years. The ground water sources are often salty and the piped water supply from Accra flows sometimes only once a month or less. As a result women and children have to cover at least 1kilometre or more to fetch water using about 2 hours of their day, every day.

The project is preparing communities to organise themselves into manageable units to acquire knowledge and skills in hygiene promotion, to build surface water tanks to store the occasional flow of tap water and to arrange for regular water tanker services. Household and public latrines are to be constructed to suit local conditions. This is expected to facilitate the adoption of good hygiene behaviour. There is also a strong school hygiene promotion component.

The objective of the project is to improve the quality of living and reduce poverty resulting from improved access to water, sanitation and the adoption of positive hygiene behaviour change.

This is the final year of a three year project cycle and at the end of the project in March 2006, Pronet (Accra) will have enabled 10,000 people to gain access to water, sanitation and hygiene promotion. More information on WaterAid is available at www.wateraid.org

8. CIWEM Professional Indemnity Insurance

Do you find it difficult and expensive to obtain Professional Indemnity (PI) insurance?

CIWEM is aware that its members have found Professional Indemnity (PI) cover increasingly expensive and difficult to obtain in recent years, especially smaller firms and individual consultants. As a result, CIWEM is currently exploring the possibility of offering a PI insurance scheme exclusive to its members.

CIWEM at Chelsea Flower Show
CIWEM showcased the Water Works UK GROW rooftop water recycling system at the Chelsea Flower Show last month, and is pleased to announce that the stand was awarded a Bronze Medal by judges and attracted a lot of attention and positive feedback. CIWEM and Water Works UK want to thank everyone for the sterling help from all concerned, including people from Geberit, CIWEM and Cranfield University. New Chair for Certificate & Diploma Management Board
CIWEM is delighted that Prof. Simon Pollard will be taking up the role of Chair, Joint Examinations Board. This Board manages the Institution’s post-graduate Certificate and Diploma (http://www.ciwem.org/education/certificate/index.asp). Simon said of his new role, “the Certificate is highly regarded by the environment sector and the Chair offers me the opportunity to make a significant professional contribution to CIWEM”.

Simon was appointed to the Chair in Waste and Environmental Risk Management at Cranfield University in September 2002. Simon’s research and teaching interests are in sustainable technology systems, the management of wastes, contaminated land and environmental risk. He is the author of over 100 publications, Associate Editor of “Science of the Total Environment” and Director of Cranfield University’s Integrated Waste Management Centre, coordinating activity on waste and resource management across the University.

He obtained his PhD in Environmental Engineering from Imperial College in 1990, having formerly held appointments at the Universities of Alberta and Edinburgh. His industrial experience has been with consultants Aspinwall & Company, the Scottish Environment Protection Agency, and as the Environment Agency’s Head of Risk Analysis.

12. Truth and Lies About the Global Water Crisis

Come and see Dame Anita Roddick, founder of The Body Shop discuss the issues of global water poverty, WaterAid and her book “Troubled Water”. This high profile event will be held on 27th July at the University of Reading from 7pm onwards.

Dame Anita Roddick is a supporter of WaterAid and recently published her book “Troubled Water”, an examination of the global water crisis and the role played by the international water industry. The evening is hosted by the Environment Agency and sponsored by Thames Water, with all proceeds going to WaterAid.

The evening will include presentations from Anita and Stephen Turner, Head of Planning and Development at WaterAid. This will be followed by a question and answer session with a panel of experts comprising Dame Anita Roddick, Stephen Turner, Richard Aylard (External Affairs Director at RWE Thames Water) and Chris Birks (Environment Agency Thames Regional Director). The evening will conclude with a book signing, wine and canapé reception and a raffle.
Everyone is welcome to attend. Come along and join the debate about one of the most important issues of our time.
