2. European Flooding Directive: Planning for Implementation conference
March 28th 2007 SOAS, London
Work on The European Flooding Directive is progressing steadily and it is timely to explore the implications for the UK flood risk management (FRM) sector not only with regard to implementation in the UK but also from the opportunities arising in the European business perspective.
The aim of this conference is to brief the UK flood risk management sector on the progress on and implications of the EU Flooding Directive in relation to implementation.

3. CIWEM Annual Conference 2007
CIWEM has been engaging with a wide variety of experts to create an exciting Annual Conference programme discussing the key issues surrounding environmental management. 4. CIWEM Lobbies Chancellor on VAT for On-line Publications
CIWEM has written to the Chancellor of the Exchequer, Gordon Brown, regarding the disparity that exists regarding VAT charged on publications. CIWEM members may be aware that the Institution is being restricted in its attempts to offer the Journal in an on-line format, because of the financial implications of VAT which would be charged on the on-line version at 17.5%, despite VAT being charged at 0% on the printed version. CIWEM wishes to offer its members the option of receiving the Journal in on-line only format – a far more environmentally friendly means of distribution. Yet the additional bill for this is prohibitive at the present time.
CIWEM Executive Director, Nick Reeves said: “It is a travesty that online versions of books and journals attract 17.5% VAT, whereas exactly the same product in far less environmentally sound hard copy attracts VAT at 0%. The CO2 emissions involved in the process of producing a hard copy publication in terms of transport, printing, paper usage, chemical usage, staff resource and time, and other life cycle costs, is diverse and significant.
“VAT charged on digital publications is hampering the move towards a digital-only environment. This is particularly relevant to CIWEM as we are a professional body which has a main aim of promoting sustainability but we are stymied by the costs of VAT in offering all our publications in a digital eco-friendly format.”

6. Accredited Expert Water and Environment Witness
CIWEM and the Academy of Experts have signed a Memorandum of Understanding (MoU). This will be of benefit to those CIWEM members who are increasingly involved in expert witness work, mediation and arbitration. The new partnership will allow members acces to discounted training and membership of the Academy. Law Lord, The Rt. Hon. Lord Saville of Newdigate, who is President of the Academy, has welcomed CIWEMs engagement in what is becoming a more comlex area in law.
The environment has never been so high on the political and business agenda. Meeting the challenges of climate change through mitigation and adaption strategies has led to a significant increase in new regulation and legislation, both here in the UK and around the world. The war on a changing climate now trumps all other issues.
So, what does all this mean? Well, with new regulation and legislation comes breaches of law and of contracts – sometimes by design or intentionally. Either way the environment is beginning to figure more prominently in cases coming to Courts of Law, in mediation work, in arbitration cases and in contractual disputes in the business and related sectors. This means that more and more Chartered members of the Chartered Institution of Water and Environmental Management (CIWEM) are being called upon to appear as Expert Witnesses in Courts of Law and in independent arbitration cases. For many this is a new experience and they are learning new skills.
CIWEMs partnership with the Academy of Experts, through a Memorandum of Understanding (MoU), couldn’t be more timely. The Academy (through its MoU with CIWEM) will be able to provide training, and professional developmement in an area of work that requires particular skills and attributes. It will no longer be good enough just to be an expert water engineer or water scientist, for example. It will be essential that Expert Witnesses are also knowledgeable in matters of court protocol and procedures and have the skills necessary to carry out complex arbitration work. These are vital skills because it means the difference between success and failure for clients.
The new ‘Accredited Expert Water and Environment Witness’ designation will undoubtedly gain acceptance very quickly and the demand will grow as the environnment figures more frequently in the Courts of Law and in mediation and arbitration cases. 8. Journal Changes – Seeking Overseas Reviewers
From January 2006 CIWEM’s Journal – Water and Environment Journal – has been published on behalf of CIWEM by Blackwell Publishing; in line with these changes we are increasing our reviewer database. Reviewers peer-review technical papers to determine their suitability for publication and advise on any amendments or revisions necessary such that papers are credible and accurate; enhance knowledge and understanding of water and environmental issues; promote sustainable development and are a credit to the standing and reputation of CIWEM and the profession.
This is a great opportunity to be involved in the work of the Institution and be the first to read exciting new research. We welcome applications from anyone with suitable expertise in a subject within the scope of water and environmental management, especially from those overseas. Stockholm Junior Water Prize CIWEM is the lead organization for the UK entry to the Stockholm Junior Water Prize. This competition challenges pupils between the ages of 16-20 to develop a water related project of local, regional, national or international significance, which has a scientific, social or technological importance.
Students can enter individually or in groups of up to three, and the winning group from the winning school will be supported in visiting Stockholm to take part in the prize during World Water Week. The national winners will exhibit their projects at the Stockholm Water Symposium, present to the International Nominating Committee, attend the Stockholm Water Prize Ceremony and the Royal Banquet at the Stockholm City Hall.
The international Stockholm Junior Water Prize winner receives a USD 5,000 award and a blue crystal sculpture in the shape of a water droplet. As a result of the competitions, thousands of young people around the world become interested in water.
HRH Crown Princess Victoria of Sweden is the Patron of the Stockholm Junior Water Prize. The Prize dates back to 1997 when it was won by the USA. During the near 10-year history it has been won by 7 countries:

11. Black Environment Network Rainbow Countryside Scheme
The Black Environment Network (BEN) Rainbow Countryside Scheme plans to provide a range of taster visits and training programmes to help ethnic community groups access the natural environment and independently plan educational group outings to locations across England.
The BEN Rainbow Countryside Scheme has been awarded a Stage 1 Development Grant by Changing Spaces - Big Lottery Fund. If we are successful with our Stage 2 application, we will put into place a £16 million pound 5 year project, with local development workers to work with ethnic minority communities in 29 locations across England.

CIWEM One-Day Workshops 2007 Preparing for the CIWEM Professional Review – Tuesday 26TH June Applicants for Corporate or Associate grades of membership will be required to complete a Professional Review. This workshop is designed to help you to understand each element of the Professional Review process including report preparation and the panel interview.
How to be a CIWEM Mentor – Tuesday 24th April CIWEM Structured Training is an essential element in the process of gaining membership. This workshop examines the skills required to be a work place Mentor and shows how to apply them in a CIWEM Structured Training Scheme.
Workshop on Professional Ethics – Thursday 26th April Anyone preparing for the Professional Review will need to ensure that they have attained the CIWEM Mandatory Competences. Competence C1 is the requirement to address and apply Professional Ethics in your work. This workshop aims to provide a thorough understanding of the subject.
