1. RSPB / CIWEM Living Wetlands Award – Last Call for Entries!
Time is running out for those who wish to submit entries for the 2005 Living Wetlands Award. The prestigious Award was established in 2003 by the two organisations to recognise and reward projects that demonstrate the multiple functions and sustainable use of wetland habitats.
The prize includes a bronze trophy of a snipe (the Mance Memorial Trophy) and £1,500 to enhance the winning scheme’s impact, and the closing date for entries is 30 November 2004. See http://www.ciwem.com/awards/ for Award guidelines and full details of entry criteria.

2. CIWEM’s Water Framework Directive Conference Series – What are the Key Issues?
We have a very successful series of CIWEM Conferences on the Water Framework Directive (WFD) which have highlighted key issues, including “what is good ecological status?” and “how to manage diffuse pollution”. We will be organising further conferences in the coming years and we would like to invite your comments on:

3. World Wetlands Day Conference 2005
Wetlands – Focus on delivery 31st January and 1st February, 2005 London
The World Wetlands Day conferences have become the main conferences for the wetland community as a whole to meet and share their views. However, there is strong desire to a) move on and look harder at the outputs of the event in order to make progress and b) actively involve the delegates in the WWD conference process and its outputs.
Key to this will be a series of themed workshops which will mean that more people will have a stronger interest in the outcomes of the conference and the delegates can be more heavily involved.
Aim & Objectives
The aim of the conference is to bring together all the key organisations in the UK involved in wetlands issues to share knowledge, discuss innovative techniques, network, consider good practice case studies and promote multiple use and wetland biodiversity. Once again the overall objectives will be to provide a mix that:
- Celebrates and promotes wetlands
- Provides a major networking opportunity for the wetland community
- Updates delegates on the key policy issues of the day
- Covers the practical and management challenges facing wetlands
- Develops and helps the aims and objectives of a wide variety of organisations involved with wetlands
- Produce a much greater diversity of outputs and outcomes so that a wider group of people can make things happen on the ground.
The programme will include four major elements including:
- Themed walks at the London Wetland Centre
- An evening reception with a keynote speaker
- Workshop groups looking a seven key issues of the day
- Plenary presentations covering major topics.
Our intention is that delegates should not only find this a stimulating conference which helps learning and networking but that it should also help to move the UK’s wetland agenda forward.

4. Technical Panels Update
Air Panel CIWEM’s Air Panel met, rather appropriately, on 5th November. Members of the Panel had been working on articles for the Air Quality special issue of Water and Environment Magazine, which will be published in the middle of the month, and the Panel agreed to produce another special edition in November 2005.
The Panel also considered forthcoming conferences, in particular a proposed event on Air Quality and Health, which was scheduled for June 2005. The Panel was also developing a Policy Position Statement on Health Impact Assessment, which will be published shortly, and an information sheet on Air Quality and Health issues is also being produced. The Panel also discussed options for CIWEM’s 2005 campaign.

Waste Management Panel The Waste Management Panel met in the second week of November, and the primary focus of the meeting was a presentation and discussion session with Andy Dawe of Waste and Resources Action Programme (WRAP). Outside of this, the Panel considered three potential future conferences. The first event, ‘Delivery of Innovation in Waste Management: A 2020 Vision of Drivers and Solutions’ will run in March 2005 at the Village Hotel, Leeds. Further events on Sustainable Waste Challenges in Local Government, and Biological Waste Treatment are planned for later in 2005. Details will be available through future editions of E-News.
Progress was also made with Policy Position Statements relating to Composting and Recycling, both of which should be published shortly.

6. Consultations
CIWEM responds to a wide range of consultation documents as part of its technical and policy output. The majority of technical comment for these responses originates from the Institution’s Technical Panels but if you are a CIWEM member you may register your views with us for incorporation into a response. It is important that the Institution reflects its members’ views as far as possible in these responses. A list of the consultations that are currently being considered, together with an internet address for the papers themselves, features in every edition of E-News.
If you have views on any of the issues raised in any of the consultation papers listed below we would very much like to hear from you. A deadline for when we need to receive your comments is always listed. Please do make sure you have your say. 7. In Brief
25 Years On: How Should we be Living by 2029? Peter Treadgold, as Past President, will join a Panel that includes Dr Stuart Burgess, Chair of the Countryside Agency, and Chaired By Chris Baines that will discuss with a delegate audience ’25 Years On: How Should we be Living by 2029?’

Income tax relief for Chartered Scientists CIWEM members who have registered as Chartered Scientists, CSci, will be eligible for tax relief on their £15, 2005 annual subscription to the Science Council.
Any member wishing to claim this relief should contact their local tax office and explain that the Science Council has only recently been approved and quote the following reference number SAPP/T1644/22/2004/JEM.
Calling all aspiring Chartered Scientists If you have been considering making an application for Chartered Scientist, CSci, via the ‘grandparenting’ process now is the time to submit your application. This fast track route will be finishing at midnight on the 28th February 2005 for suitably qualified members of CIWEM, so don’t delay, send your form to us as soon as possible. After this date members will have to follow the full process of a professional interview to gain the title. Meeting Room for Hire at CIWEM The Institution's premises in John Street, situated between Bloomsbury and the City, has a room available for letting. Set out in Board Room style, it comfortably seats up to 15 people and is ideal for small meetings.
Hire charges are as follows: Rate for 15 people: £25 per hour or £125 per day Rate for 8 people: £20 per hour or £105 per day Tea/coffee and biscuits are charged at £2.50 per head and sandwiches/cold buffet lunch requirements are charged at cost plus £1.00 per head. All charges are subject to VAT. Photocopier and fax facilities can be made avaliable, subject to a charge of 10p per photocopy page and 10p per fax page (UK only).

9. Events for CIWEM Young Members
Tyne and Humber Debate: Actions Speak Louder than Taxes The Tyne and Humber New Members Group are organising a Winter Debate to be held at Arup's Small Mill Offices on Chadwick Street in Leeds on Wednesday 1st December. The evening starts at 6pm with a buffet and drinks with the debate to commence at 6:30pm. Directions can be found via the following website link. The debate: Actions Speaks Louder than Taxes - this house believes that our actions have a greater impact on maintaining and enhancing our environment than just increasing monetary spending. It is to be presented by Mr Nick Reeves (CIWEM's Executive Director), Mr Paul Mullord (UK Director, British Water), Mr Mick Stump (Environmentally Sound Operations, BP) and Prof Ed Stentiford (Head of Civil Engineering, Leeds University).
Weekend Away (South Western Branch) 21st-23rd Jan 2005 (Fri evening - Sunday), Weekend Away, Princetown, Dartmoor. An opportunity to meet up with fellow CIWEM New/Young members in a relaxed atmosphere. Styled on a more independent version of the Young Members Study Tour, there will be opportunities for walking and a visit to a local attraction. 10. Environmental Innovations Advisory Group
The business-led Environmental Innovations Advisory Group (EIAG) was set up jointly by DTI and DEFRA to identify practical measures to enable greater innovation in the environmental industries sector, and to work with stakeholders to bring about change.
Its vision is for the UK to lead the world in turning new ideas and emerging technologies into profitable businesses in the high growth markets for environmental solutions.
Its work covers:
- Using public procurement to drive markets
- Tackling regulatory and other barriers to market
- Improving the capacity of environmental businesses to move from R&D to successful commercialisation
- Underpinning technologies and skills needed to exploit future market opportunities
As part of its activities the EIAG is currently working to: (a) set up an exemplar project which will involve identifying a public procurer to make a forward commitment to purchase an agreed quantity of a technology/product that meets an unmet need. The idea is that this forward commitment would allow the scaling-up of a product/technology and demonstrate the solution to a barrier; (b) compile a set of examples that illustrate the barriers to the successful commercial exploitation of new environmental technology; and (c) compile a set of examples that illustrate success in bringing an environmental technology/process to market.
The EIAG would be grateful to receive to receive examples of:
- innovative environmental product/technologies (that may be close to market) that could potentially be purchased by the public sector;
- innovative environmental product/technologies that you sell to the private sector clients that could also be sold to the public sector;
- barriers to the commercial exploitation/procurement of new environmental products/technologies; and
- successes in getting an environmental product/technologies to market (particularly public sector market)

The Livable City Awards are led by the Corporation of London in partnership with the Livery Companies. The scheme allows small and large organisations to enter and demonstrate achievement in the following categories:
- Sustainable and Ethical Investment and Asset Management
- Air Quality and tackling Climate Change
- Traffic Reduction
- Resource Conservation
- Access to Good Services for Disadvantaged Communities
- The Built Environment
- Biodiversity
- Environmental Management

12. Specialists in Land Condition Training Day
As part of the development of the Specialists on Land Condition (SiLC) Registration scheme, members of the SiLC Professional and Technical Panel and Asessors Panel, are hosting a training day to provide information about the SiLC assessment process and the completion and use of the Land Condition Record on which the scheme is based. The training day is open to all those who are considering applying to become a SiLC.
The day will be hosted by a member of the SiLC Professional and Technical Panel (PTP) and by members of the SiLC Assessors Panel, it will be held on Thursday 2nd December 2004 at The Burlington Hotel, Birmingham. Registration will be at 9.30 am. Please book early to ensure a place, numbers are limited and will be allocated in order of application.
