1. CIWEM Conference: Issues Arising from the Periodic Review Process

Since 1990 the investment undertaken by the water companies in England and Wales has been funded through a series of 5-year programmes, funded by income regulated by the Office for Water Services (OFWAT). A Periodic Review is carried out to enable OFWAT decide on price limits for each company and, in practice, maximum capital expenditure allowable for the succeeding 5-year period This has been intended to provide sufficient funds to enable the companies to procure, maintain and operate appropriate assets in order to meet legal commitments.

The investment has brought about major improvements in surface and drinking water quality and has ensured that the water companies delivered these efficiently. The amount of money allowed for each company arouses keen debate, but this is a matter for the individual companies to negotiate. However other aspects of the process are of more general interest within the water industry and it is now timely to consider whether improvements could be made. For example, whilst a five-year review may have been adequate in the past, legislation such as the water framework Directive has been drawn up on a different timetable and such a complex piece of legislation will require long-term planning. Asset Management Plans with end-dates of 2010 and 2015 may not fit in with this. In addition, the outcomes required by the directive may be achievable by a variety of means, only one of which is end-of-pipe solutions requiring water company investment. In the past Periodic Reviews have been informed by a series of discussions between the Government, OFWAT, Environment Agency, Drinking Water Inspectorate and water companies, but these may not in themselves be sufficient in future.

Other issues include:

  • the difficulty of planning effective investment during the early part of the cycle
  • consideration of improvements to increase the effectiveness of the OPI incentive scheme
  • possible incorporation of the Periodic Review plans into a broader context to include whole catchment plans and work on diffuse pollution
  • consideration of a longer timescale in view of likely climate change
  • whether sustainable solutions should be overtly encouraged
  • how to encourage innovation

To address some of these issues, alternatives might include plans with a longer time horizon, or a rolling review.

This important conference aims to bring together those responsible in Government, OFWAT, Environment Agency, Drinking Water Inspectorate and water companies for making plans for investment to manage surface and drinking water quality and water resources, and their impact on the environment. It should also be of interest to representatives from academics, consultants, designers, contractors, manufacturers and NGOs who contribute to these plans. It will cover the benefits that have arisen from the existing and establish whether, in the light of legislative and environmental changes, greater benefits could be brought about by modifications to the existing system.

The objectives of the conference are to:

  • review the benefits of the current Periodic Review system
  • highlight any shortcomings
  • suggest changes
  • consider how these changes might be implemented

2. New CIWEM Policy Position Statement on Bottled Water

In the week when the 2004 House of Commons spend on bottled water was revealed as over Ł11,000 (equivalent price of tap water: Ł25), a new Policy Position Statement from CIWEM’s water quality experts raises serious questions about the quality, labelling, advertising and environmental cost of this seemingly must-have accoutrement.

Nick Reeves, Executive Director of the Chartered Institution of Water and Environmental Management summarised the findings of the new policy document:

“Branding and bottling of water where there already exists a wholesome and safe supply of mains drinking water cannot be seen as a sustainable use of natural resources, and adds to the overall levels of waste and pollution to be managed in modern society.”

Potable water from the tap is subjected to stringent quality controls, and the public is easily able to access information about its bacteriological and chemical content, for example via the Drinking Water Inspectorate website (www.dwi.gov.uk). Its price is subject to rigorous control and is, on average, 500 times lower than that of bottled waters.

Bottled water is being consumed in huge amounts by the public, yet its labelling is not required to reflect its chemical and bacteriological content and, while some companies choose to disclose this information, others do not and it is not mandatory that they should make such information publicly available. While EU Regulations now set quality standards for all bottled water, there are still no labelling requirements to enable people to judge for themselves from a standardised set of information whether the beverage is suitable for their nutritional needs, nor how it compares in various respects to similar products and to tap water.

Nick Reeves added:

“Bottled water marketing has driven a public perception of such products as purer or healthier than water from the tap. Such perceptions are unfounded and can lead to undesirable consequences: for example, the high mineral content of some bottled waters makes them unsuitable for feeding babies and young children.”

In the UK, statutory Regulations set specific standards for waters that wish to be labelled as suitable for use in making up infant formula. However, unsuitable waters are not required to display this fact, so parents might use such water to make up infant formula feed in the mistaken belief that they are doing their best for their offspring.

The range of environmental costs associated with bottled waters takes in impacts of abstraction on the local environment, packaging of the product, resource use and pollution resulting from transportation of bottled waters, and disposal of the waste packaging once the water has been consumed.

3. RSPB/CIWEM Living Wetlands Award 2006 – Last Chance to Enter!

6. International Issues

Paul Horton, CIWEM’s Director of International Development, has now taken up post and in line with the agreed International Strategy and International Policy a number of actions are being taken forward. Over the coming months Paul will be reviewing all CIWEM’s international activities and in addition to developing better dialogue with the European Commission, he will be building on the existing relationships already in place with similar organisations throughout the world, establishing contacts with international agencies and involving international members in CIWEM’s future development.

In particular Paul would like to hear from CIWEM members if they are:

  • working overseas (and in what capacity);
  • involved with any organisation (other than CIWEM) that has an international dimension, such as UK, European or International trade associations;
  • involved with UK Government departments (Defra, UKT&I, DFID, British Council etc.) through groups/committees that have an international dimension;
  • members of committees linked to associations in other countries;
  • already involved with any European Commission working groups or committees;
  • linked to any international organisations for example Global Water Partnership (GWP), International Water Association (IWA), World Health Organisation, UN Agencies or any other body or institution;

One area that will be further developed is the links with UK Government. CIWEM already has links with bodies such as Defra and these will be enhanced with CIWEM ensuring that it is represented on relevant stakeholder groups.

In addition links are being developed with UK Trade & Investment, the government body responsible for supporting UK plc internationally. They have a Water & Wastewater Sector Unit and an Environmental Industries Sector Unit (EISU – more information including details of planned seminar missions is available at www.eisu.org.uk). Contact is also being made with Department of Trade and Industry who have a renewable energy division and also technical visits in the environment field through its Globalwatch scheme.

International Leakage Experts Visit London for Global Water Leakage Technology Summit
International water leakage practitioners and experts including from Canada, UK, Australia, Cyprus, France, USA, Jordan, Ireland and Malta will be gathering in London on 26-27th January 2006 to discuss the latest technologies and methods for reducing water leakage at London Business Conferences’ Global Water Leakage Technology Summit.

Speakers include Ken Brothers, Chair of the IWA Water Loss Task Force, Tim Waldron, CEO, Wide Bay Water Corporation, Australia and Stephen Galea St. John, Chief Officer, Operations & Maintenance Water Services Corporation, Malta. 7. CIWEM Engineers – ETB Registrant Panel Election 2006 – Call for Nominations

7 November 2005 to 13 January 2006
The call for nominations for the 2006 ETB Registrant Panel election begins on the 7 November 2005 closing on the 13 January 2006. The candidates CVs & manifestos will be posted on the ETB website on the 16 January and the election will be held online for four weeks from 1 March to 29 March 2006.

The panel consists of 24 registered engineers from business and industry, academia, Government and engineering institutions. 12 members are elected by the engineering institutions and 12 are elected by the registrants themselves. This process is part of a 3 year cycle of membership renewal with four of the members of the independent group stepping down (but they are entitled to seek re-nomination).

Applications are invited from any Registrant (CEng, IEng and EngTech) having current registration on the UK Register of Professional Engineers held by the Engineering Council UK (ECuk) and registration bona fides will be confirmed by our partner organisation ECuk.

To ensure the new independent members of the panel can demonstrate real ‘connectivity’ with other registrants, the panel requires that each applicant’s nomination be endorsed by 30 ‘supporters’ who need to be current registered engineers (CEng, IEng or EngTech) and who know and support the candidate.

Upon receipt of the nomination form by the ETB, the candidate will be asked to provide a brief statement (one A4 page) giving a career synopsis and an outline of their aims and priorities if elected as a member of the Panel. These will be posted on the ETB website on the 16 January 2006.

The ETB Registrant Panel is the registrants’ representative body and provides four members for the ETB Board. The ETB is keen to support the Panel in its aim of achieving the greatest opportunity to attract new members from the current Registrant community.

8. World Water Week & Stockholm Junior Water Prize

World Water Week and the Stockholm Junior Water Prize (SJWP) will be held 20-26 August 2006.

The SJWP was founded in 1994 by the Stockholm Water Foundation to complement the world renowned Stockholm Water Prize. It is an international prize awarded to young scientists for outstanding projects aimed at improving livelihoods and ecosystem health in the water environment. Contestants can compete with a practical project in the field of technology, natural and social science using innovative development methods and approaches to solve water problems. It is essential that all the projects use a research orientated approach, using scientifically accepted methodologies for investigation, experimentation, monitoring and reporting the results, including statistical analyses.

Schools already participating in the CREST award scheme will find easy links to this competition.

Requirements for entry:
Schools intending to enter the UK competition should indicate their intention to enter to CIWEM (the UK organising body) on sjwp@ciwem.org by the end of April 2006. Project entries of not more than 15 pages in 1 1/2 line spacing should be emailed to sjwp@ciwem.org or by post to CIWEM 15 John Street London WC1N 2EB no later than 1st June 2006. The competition is open to pupils/students from KS2 to post 16 up to the age of 20.

One teacher and up to three pupils from the winning UK school will experience an all expenses paid trip to Sweden where for one week they will exhibit their projects at the Stockholm Water Symposium, present their project to the International Nominating Committee, meet top world water experts and participate in lectures, study tours and social events. The winning school receives a US$5,000 cash award and a glass sculpture by the famous Swedish sculptor Hanne Dreutler. The formal Prize Award Ceremony will be made in the presence of members of the Swedish Royal Family, on (preliminary date) 22 August 2006.

RSC / CIWEM conference on Experiences with Plumbosolvency Treatment

Treatment at source with phosphate addition has been the cornerstone of plumbosolvency treatment in the Water Industry for several years. Water Companies have been set a regulatory standard of 25µg/l (from the previous 50µg/l) to apply from 2004 onwards.

However, the DWI have set an optimisation target of 10µg/l to demonstrate effective treatment with phosphate. The 10µg/l limit will apply from 2013. Phosphate addition and representative monitoring present challenges in their own right. This seminar brings together experts and practitioners to review performance to date, share operational experiences and identify some of the emerging issues which need to be addressed by the Water Companies and Regulatory agencies. This is a not to be missed opportunity to hear directly from those involved.

National Flood Forum – Register of Flood Risk Assessors
The National Flood Forum is a small community-based organisation working to support those affected by flooding and flood risk. The Forum runs an information service which is open to anyone with a flood related enquiry.

The National Flood forum is to compile a list of suitably accredited professionals with Professional Indemnity insurance, who are qualified to undertake flood risk assessments. Best Financial Reporting CIWEM Branches and Groups
Each month we will now be advising E- News readers of how CIWEM’s Branches and Groups perform with regards to financial reporting. Each month the Treasurers for each Branch/Group provide the Finance Department at Head Office with a monthly return. These are then processed onto Exchequer (our accounting package), enabling us to provide the Branches/Groups with accurate monthly accounts. The Branch/Group Returns are due in by the 10th of each month or unless agreed with Head Office once each VAT quarter.

This month’s Best Financially Reporting Branch/Group is once again the Northern Ireland Branch. A big thank you to Tom Adamson for prompt and accurate Financial Reports for the month of October. Tom has consistently provided us with correct and prompt reports for a number of years and we hope he will continue to do so in the years to come.

Also, welcome to Nigel Sanders who has recently become as the new treasurer for West Midlands Branch. Nigel replaces Colin Bryan who stepped down from the position in September.

Many of the country's assets are already situated on flood plains - what crucial actions are needed to reduce the expense of floods?

Attend these events and gain practical guidance on how land use and flood risk management can be integrated to benefit both rural and urban areas. Examine the policy drivers, the social and environmental issues along with debating the economic implementations and long-term issues of the rise in flood risk.

Few people can disagree that the risks of flooding will increase in the future. Rising sea levels, tidal surges and higher river flows caused by climate change, global warming and inappropriate rural land management, are all likely to increase the probability of flooding. Many people already live on flood plains and many of the country’s natural, agricultural and built assests are situated there. The value of these assets is increasing and there is pressure to build on flood plain land. As a result, flooding is expected to become more frequent and the consequences more severe and expensive.

The seminar will centre on discussion of water resources in the South East of England, looking at the issues and challenges facing the region. There will then be a presentation on desalination to resolve resource shortages, and whether this represents a realistic option.

16. ICE Conference: Flood Management of Properties

Flood Management of Properties Conference

This conference focuses on the protection of individual properties. You will hear practical advice on predicting flood risk and the flood protection products available to reduce flooding.

In recent years there have been growing concerns about the evidence of climate change and, in particular, the important factor of increasing flood risk, particularly through the impacts of rising sea levels and stormier weather.

Figures for annual damage from flooding could rise from the present level of Ł1 billion to about Ł25 billion, and the number of people at a high risk from flooding could rise from 1.5 million to 3.5 million. Although more effective land management is recognised as being a means of helping to reduce the flood risk, in the worst-case scenarios land management will be of little benefit and greater use of flood defences will be required.

Hear presentations on the likely impact of climate change, the application and interpretation of EA flood risk maps, and the insurance industry’s use of these maps. Build on your understanding of the development and application of computer models for predicting flood inundation levels, followed by discussions on the scope for building modifications and temporary defences to make properties more resilient to flooding.

17. Society for the Environment – Northern Ireland Annual Lecture 2005

CIWEM members in Northern Ireland, Alan Strong and Tim Walker, are organising what is likely to be the first of an annual event for the Society of the Environment (SocEnv). Hosted by the University of Ulster this will be a Lecture by John Gilliland, past President of the Ulster Union of Farmers and Sustainable Development Commissioner for NI. John will present case studies in sustainability and there will be an opportunity for interactive debate with delegates. The Chair of the Society, Dr Peter Matthews and the Society’s Chief Executive, Dr David Hickie, will also be present to speak to delegates and to explain more about the work of SocEnv.
