CIWEM launched its Environmental Management Panel in the summer, and panel members wasted no time in helping to deliver the first in a series of conferences on environmental and sustainability management practices. The well received Environmental Management Update 2007 took place at SOAS in London and attracted a diverse audience to discuss issues relating to Strategic Environmental Assessment, Environmental Liability, the Planning White Paper and the delivery of sustainable development, and sustainable communities. CIWEM and the Panel will now refine concepts for future conferences based on expressions of need and interest fromdelegates.

>>back to top 4. A Sustainable Water Industry?
Existing regulatory framework in the water industry is too conservative and old fashioned. We need an environmentally aware, climate change adapted approachto water regulation.
If the water industry and its supporting organisations are to become more energy efficient and emit less carbon dioxide, a holistic catchment based approach is needed, with self monitoring, balanced risks and a closer, more mature relationship between regulators and the water industry. The industry should move more towards being a service industry rather than a commercial provider of water and wastewater management. These are the findings of the ‘A Sustainable Water Industry?’ sessions at CIWEM’s Global Environment conference, chaired by Ian Kirkaldy, Director of Water Europe at Black & Veatch and Charles Ainger, Sustainable Development Director at MWH.
Charles Ainger says:
“Many speakers said that we must work better together, and we must not miss the AMP5 opportunity. We need to start some catchment-based pilot projects now in AMP4, to learn how to change behaviour and collaborate better, in time for AMP5.”

Photo journalist Sudipto Das became the Environmental Photographer of the Year after his image Hard World won the Urban Environment category and was then selected by Chief Executive of the Environment Agency, Baroness BarbaraYoung, as the overall winner.
Baroness Barbara Young said:
"This photograph brings home just how many people are excluded from access to good environments due to poverty. This is a beautiful and heartbreaking image."
As Environmental Photographer of the Year, Sudipto received £500 courtesy of competition sponsor, Black and Veatch, the global engineering, consulting and construction company. The other category winners were Yuan Van Hoorickx’s Pyramid of Horses for Arts and the Environment; Ian Nelson’s Waiting for the Freeze for Changing Climates; Wacharachat Vaiyaboon’s When the Sand Washed Away for Conservation and Biodiversity; Stuart Meikle’s Foraging for Social Environment; and Rob Eavis’ Alien Cave Passage for Technology and Innovation.

CIWEM calls for tougher international laws to protect the environment in timesof conflict.
Protection of the environment and sustainable resource management are inevitably low priorities compared to accommodating refugees and establishing regional security. However, CIWEM believes that unless we protect the environment during and after war, the chances of returning stability and prosperity to that area are limited.
Dr Richard Pagett, a member of CIWEM’s Environmental Management Panel and a specialist in post-conflict environmental management issues says:
“Set within a context of human misery, environmental damage is not regarded as an immediate issue unless it is of overwhelming economic importance, such as the burning oil wells of Kuwait during the first Gulf War. Although some positive outcomes can occur, such as when a vacated area becomes enriched with wildlife and vegetation, this is weighed against the destruction of social networks, systematic atrocities and the collapse of workable government. Future success after the conflict period may rely on natural resources and their careful management. Safeguarding natural resources in a conflict zone during the conflict itself makes sound social and economic sense for future stability.”

World Toilet Day reminds us that over 2.6 billion people lack any form of ‘improved’ sanitation; one-sixth of the world's population get their water from sources contaminated by human and animal feces; half of all people in developing countries have an illness related to sanitation and water quality; and every six seconds, a child dies of diarrhoea.
This situation is worsened during times of conflict or natural disasters, which create large numbers of refugees in need of basic life-support facilities, including access to sanitation and safe drinking water. A recent paper in CIWEM’s Water and Environment Journal (WEJ) argues that excreta disposal in emergencies is often a low priority and so leads to the provision of unsuitable on-site sanitation systems. This then weakens the defence against the transmission of diseases.
In a related WEJ paper, authors Lorna Fewtrell and David Kay examine the possible health impacts of infection from toilet flushing when using rainwater harvesting. They felt that with increasing pressures on water supplies, it is likely that rainwater harvesting will be more widely adopted and their assessment showed that an increased risk of infection would probably be well within the acceptable range.

>>back to top 8. New Journal of Flood Risk Manangement, supported by Arup, MWH and Royal Haskoning
CIWEM’s new journal with Blackwell Publishing, Journal of Flood Risk Management, is open for paper submissions. This online journal will cover all aspects of Flood Risk Management and provide content ranging from leading edge academic papers to the practical implementation of real projects. In this way it will appeal both to academics and practitioners. The journal is supported by Arup, MWH and Royal Haskoning and has already attracted a high level ofinterest from a number of different communities.
Reviewers with suitable expertise in the subject area of flood risk management are also currently being recruited. All submissions and reviews will be completed online through Manuscript Central which can be found at http://mc.manuscriptcentral.com/jfrm. This online submission and reviewing system will assist authors worldwide in submitting their papers and reduce the amount of time it takes for a decision to be made, ensuring timely publication.

>>back to top 9. The UK Scientific Advisory Group on Pandemic Influenza
Experts all around the world share the view that a pandemic of influenza could emerge and have devastating consequences globally. In the UK alone, a pandemic could affect 25-50% of the population and cause over 50,000 deaths. It is therefore imperative that the UK continues to plan and put in place its preparationsfor an influenza pandemic.
As part of the UK’s pandemic influenza preparation, the Department of Health established a Scientific Advisory Group on Pandemic Influenza (SAG). This group has advised on the scientific evidence base for health-related pandemic influenza policies. Ministers have now agreed that, reflecting the excellent progress made so far, a more flexible system is needed, advising cross-government on the full range of sciences relevant to pandemic influenza preparedness. The range of expertise will include, but not be limited to, traditional infectious diseases-related sciences such as virology and immunology, as well as risk management, behavioural sciences, diagnostics and more. It is envisaged that the independent scientific advisory committee would have of the order of fifty members and meet in plenary session only occasionally, perhaps annually. Most of the activity will take place electronically supported by fixed-term sub-groups to address specific questions. SAG members will also be called upon individually to act as advisers. EWA Climate Change Activity Paul Horton, CIWEM’s Director of International Development, represented the European Water Association on a newly established 'Climate Change Activity steering group' under the Common Implementation Strategy of the Water Framework Directive. The Europe wide group is looking at the robustness of the WFD to expected climatic variations due to global warming. Is the WFD flexible enough to accommodate such changes? A workshop will be held in Bonn, 20th-21st November to examine this issue in more depth and produce recommendations. For more information contact Paul Horton - paul@ciwem.org
European Water Association (EWA) – Water Management at IFAT 2008 - 5th - 9th May The EWA is co-hosting the 3rd Joint Specialty Conference, sponsored by Japan Sewage Works Association (JSWA) and Water Environment Federation (WEF), on the subject area of Sustainable Water Management in response to 21st century pressures. Managers, planners and designers in water management are already dealing with a number of pressures such as new regulations, increases in water usage, greater demands in terms of risk avoidance, and changes in population demography. But now it is obvious that the changes in weather are bringing new and more variable pressures. This conference is focussed on the practical consequences of the changes and how these can be mitigated and accommodated. European Network of Environmental Professionals (ENEP) - Register your expertise now! As reported in the last E-news, the ENEP has been established by Efaep - The European Federation of Associations of Environmental Professionals. ENEP is a database which allows professionals in the environment sector to register their expertise on a system that will be marketed actively to the European Union and member states. ENEP is revamped and enhanced version of the Database of Environment Professionals (DBEP) which was launched last year. The web-site is being marketed to the European Union. Stockholm Junior Water Prize - UK Entry for 2008 CIWEM is the lead organization for the UK entry to the Stockholm Junior Water Prize. This competition challenges pre-university pupils between the ages of 16-20 to develop a water related project of local, regional, national or international significance, which has a scientific, social or technological importance.
Students can enter individually or in groups of up to three and the winning group from the winning school will be supported in visiting Stockholm to take part in the International Prize during World Water Week. The national winners will exhibit their projects at the Stockholm Water Symposium, present to the International Nominating Committee, attend the Stockholm Water Prize Ceremony and the Royal Banquet at the Stockholm City Hall.
The international Stockholm Junior Water Prize winner receives a USD 5,000 (approximately £2,500) award and a blue crystal sculpture in the shape of a water droplet. The winners of the 2007 Junior Water Prize were from Mexico and the group looked at the adsorption capacity of eggshells in the clean-upof toxic metals with a focus on lead.

Global Climate Change Network CIWEM is a fully registered NGO under the UN Framework Convention on Climate Change (UNFCCC) and the Institution is providing it's independent professional view to the ongoing discussion process. As part of this, CIWEM is establishing a Global Climate Change Network, with the aim of utilising the experience of CIWEM members across the 98 countries where we are represented. CIWEM members will be encouraged to join some of the UN meetings, representing the Institution and this will count towards your ongoing CPD record. CIWEM member Steven Wade will be representing us at the UNFCCC discussions in Bali in December 2007. IWA World Congress 2008 CIWEM is putting together a bid to run a workshop at the IWA World Congress focusing on ‘The Impacts of Climate Change for the Water Sector Professionals’. It will be co-organised with the IWA specialist group on climate change and water. If successful, CIWEM will be seeking support and further input from colleagues into the development of the workshop.
CIWEM Members Survey - This year the CIWEM members’ survey has been updated to include some specific questions related to the international activities of the organisation. I would urge all CIWEM members to complete the survey as it will help us to provide better support to you. You will be able to complete the survey on line and you will also receive a hard copy if you prefer to post a copy back to CIWEM.

Are you keeping your CPD record up to date? All Members, Fellows and Associates of CIWEM are obliged to keep a record of their Continuing Professional Development, the current requirement for CPD is 30 hours a year. This message is particularly important for Chartered Scientists who will be asked to present their CPD record to revalidate their CSci designation after 5 years.

Society for the Environment The Society for the Environment (SocEnv) is the independent body that regulates the award of the Chartered Environmentalist (CEnv) qualification. The SocEnv Newsletter carries important information for CEnvs and those interested in the Society. The conference will look at whether there is evidence for a distinction between water that is artificially softened or demineralised, and water that is naturally soft for geological reasons. Much of the existing epidemiological evidence linking hardness and CVD relates only to naturally soft water, and the effects of artificially softening water.

The Tourism and Environmental Change Research Unit at Sheffield Hallam University and the Biodiversity and Landscape History Research Institute are running a major event on Flooding and Water Management in the Landscape. It will cover the lessons of history and landscape change for the future and impacts of climate and other environmental changes.
