1. Mitigation - Does it measure up? Steps to Best Practice

Mitigation is a process by which environmentally damaging activities can be rendered compatible with environmental protection objectives. As such, it is a fundamental part of environmental management and yet as a concept, it is often misunderstood and as a process is often abused.
The aim of this conference is to understand the current status of mitigation practice in the UK highlighting both deficiencies and good practice in order to set out action that needs to be taken to rectify current shortfalls and promote good practice. The objectives of the conference are:
- To consider the current status (legislative background etc) and effectiveness of mitigation measures in delivering their stated aims
- Through a number of case examples to consider good practice
- To consider and define a number of clear steps which need to be considered in improving the delivery of mitigation
Each speaker will be asked to identify 3 or 4 key points that need to be incorporated into routine practice; these will form the basis of the final discussion which will aim to distil these into a set of recommendations from the conference.

2. Water Framework Directive - The Ecological Implications: Costs and Environmental Benefits

3. 8th European Biosolids & Organic Residuals Conference 2003
23-26th November, 2003
Over the past 8 years this conference has established itself as the most significant and informative conference in its field in Europe. Over the years, the aim has been to promote technical excellence in a relaxed and friendly atmosphere. Last year over 100 technical papers were presented, making it an excellent forum for the interchange of information and innovation.
The conference is being held at the Cedar Court Hotel, conveniently situated at Junction 39 just off the M1 motorway. Also close to Wakefield Westgate Station and only 20 minutes from Leeds Bradford Airport.

4. Technical Panels Round-up
CIWEM's Water Resources Panel met in late September and welcomed Marcia Banks of Scottish Water onto the Panel. Two other new panel members were approved; Valerie Bailleul of Thames Water and Richard Critchley of United Utilities will attend their first meeting of the Panel in January.
In a full meeting the Panel discussed a CIWEM response to the Environment Agency's consultation on Trading Water Rights, as well as general issues concerning the 4th Periodical Review.
Water Resources Panel are in the process of developing a good number of major conferences for next year. Further to the well received session on Water Reuse at the Environment: Vision, Values and Innovation (CIWEM National Conference) in mid September, the Panel agreed that it would like to run a one-day event on this topic in 2004. A further conference planned for 2004 was Water Resources and Climate Change, scheduled for January 2004. The Panel also agreed to develop two more one-day conferences on the subjects of Demographic Issues (May 2004) and Regulation of the Water Industry (October 2004).
CIWEM's Water Supply and Quality Panel met in early October. They discussed feedback from their successful recent events, Getting the Most from Your Membranes, which was held in Leeds in July, and the session on Environmental Management Systems in Industry at the CIWEM National Conference in September. They agreed to hold a follow-up event on Membranes, probably in 2005, and then discussed an event on Getting to Grips with Quality at the Tap, which they are planning for May 2004.
The Panel also worked on a Policy Position Statement (PPS) on Fluoridation of Public Water Supplies, which is timely due to the new legislation that is set to become law in November. If it gets through Parliament, an amendment to the Water Bill will empower local Health Protection Agencies - following local consultation - to request water companies to add fluoride to the public water supply on health grounds. The Panel discussed a draft of the PPS, which had been drawn up by Panel members and incorporated both comments from the Panel and from several E-news readers who had responded to the piece in last month's E-news. We would like to thank those readers for giving us their views, which have been very helpful in informing the debate and in preparing the PPS. The PPS will be published soon, in E-News and on the CIWEM website.

5. CIWEM'S Golden Members
Congratulations are in order for 180 CIWEM members, who at the end of 2002, had been in membership of the Institution and its predecessor bodies for at least 50 years!
No doubt there have been many changes in environmental management since they joined and CIWEM itself is probably a very difference organisation from the one they became affiliated to all those years ago. However today's Institution still continues to uphold the values that inspired these professionals to become involved and the main change reflects the modern face of environmental management.
To commemorate their long association with CIWEM a special lapel pin has been designed and struck, this will be sent to each of them together with a special certificate signed by the President.
Peter Treadgold, President, together with the CIWEM Council would like to thank all of these members for their valued support over what has been the last half-century of innovation and change in the history of water and environmental management.

6. CIWEM Awards 2004
We would like to invite submissions for the following prestigious CIWEM Awards, which will be presented at the CIWEM Annual Dinner in London in April 2004:
THE RSPB/CIWEM LIVING WETLANDS AWARD
The RSPB/CIWEM Living Wetlands Award was established in 2003 as a means of recognising and rewarding projects which demonstrate the multiple functions and sustainable use of wetland habitats. Funds for the Award are provided by CIWEM and the RSPB. The 2003 Award was won by the Swale and Ure Washlands Project.
Entries may relate to UK projects at the planning, design, in-work or completed stages, however special attention will be paid to projects that can demonstrate appreciable delivery of the priorities listed below.
Essential Criteria To be eligible for the Award, projects must:
- contribute to the delivery of priority UK Biodiversity Action Plan species and habitat targets for freshwater wetlands
- deliver multiple benefits e.g. flood alleviation, wastewater treatment, recreation, eco-tourism, water resource security
- ensure no priority BAP species or habitats are harmed by the project
The closing date for entries is 31st December 2003. The winner will be announced at the CIWEM World Wetlands Day Conference 2004, which will be held in London on 3rd February 2004, and the Award will be presented at the CIWEM Annual Dinner in April 2004. The best submissions may be included in a subsequent publication.

THE CIWEM KEN ROBERTS AWARD FOR TECHNICAL INNOVATION IN THE WATER INDUSTRY
The Ken Roberts Award was established jointly by CIWEM and Wessex Water in 1997 in memory of Ken Roberts FCIWEM, a Past President of the Institution (1979-80) and former Chief Executive and Deputy Chairman of Wessex Water (1974-88), as a means of recognising technical innovation being made in the water industry.
The competition is open to all CIWEM members and their employers. A named CIWEM member must have played a leading part in the entry submitted. Entries from the UK and overseas are welcome.
Submissions may relate to projects, research or other relevant work, and will be judged on the following criteria:
- Relevance to the water industry
- Technical and environmental excellence
- Innovation
- Practical value
- Presentation
Entries should be in the form of a summary report, up to ten A4 pages in length, including figures, tables and photographs. A hard copy of the entry should be sent to Helen Wilson at CIWEM, along with an electronic copy in MS Word format sent as an e-mail attachment (if the file size is under 1MB) to Helen@ciwem.com or four individual copies sent on CD.
The Award consists of a framed certificate and a cheque for £1000, to be used to fund a proposal related to technical innovation in the water industry.
The closing date for entries is 28th February 2004.
THE CIWEM YOUNG MEMBERS' AWARD
Many of CIWEM's Branches and Groups hold Young Members' Competitions. Winners of these competitions are eligible for nomination by their Chairperson for the international CIWEM Young Members' Award 2004, which is kindly sponsored by Babtie Group. The 2003 Award was won by Gareth Briggs of CIWEM's Northern Ireland Branch.
The competition is open to members who are under 35 years of age at the time of submitting their entry to the Branch or Group. It is based on written papers and does not entail a presentation by authors.
The Award comprises a framed certificate, publication of the winner's paper in the CIWEM Journal and a place on the CIWEM Young Members' Study Tour. Babtie Group is offering an alternative of £600 if the winner cannot/does not want to attend the Study Tour.
Nominations are made through the Chairperson of the Branch or Group, who should send one hard copy of the winning paper, with a supporting letter, to Helen Wilson at CIWEM. An electronic copy in MS Word format should also be sent as an e-mail attachment (if the file size is under 1MB) to Helen@ciwem.com or four individual copies sent on CD. If this is not possible, four hard copies can be submitted instead.
The closing date for nominations is 31st January 2004.

8. CIWEM Young Members' Study Tour a Success
This year's successful Young Members Study Tour was hosted by CIWEM's Central Southern Branch and based at the University of Southampton. The programme of site visits, presentations and social activities over the five days was varied and interesting, and delegates were even lucky with the weather - after being advised several times to bring waterproofs, the sun shone all week!
Visits included looking into water resource issues in the River Itchen catchment, wetland restoration and flood defence schemes in the New Forest and coastal management on the Isle of Wight, as well as visits to a wastewater treatment works, a landfill site and a water treatment works. There were also presentations on alternative energy and an Environmental Impact Assessment role-playing session.
As well as being very informative and broadening delegates' knowledge of a wide range of environmental issues, the Study Tour provided a valuable opportunity for delegates in the early stages of their careers to network and learn from each other in an informal, relaxed environment. Various social activities were organized, and visits to the pub after a hard day's work were much appreciated!
The Study Tour also gave delegates a good introduction to CIWEM. Peter Treadgold, the CIWEM President, attended the Study Tour Dinner held on the last evening and discussed with delegates what the Institution could do for its young members.
CIWEM would like to thank the Central Southern Branch committee, especially Catherine Cooper, for putting together an excellent programme, and Aqua Enviro for their help with organizing the Study Tour. Thanks also go to those from contributing organizations who showed delegates around sites and gave very interesting and informative presentations.
Next year's Study Tour will be hosted by CIWEM's South Western Branch in September 2004 - look out for further details in Water and Environment Manager magazine and on the CIWEM website.

12. Indus Project
The promotion of water efficiency methods for industry in India www.indus-project.org
INDUS - an Asia-Pro-Eco project sponsored by the EC - aims to promote water efficiency methods for the food and textile industries in India. The food and textile industries are particularly water intensive, and together they represent more than 50% of India's total exports.
The main objective of the project is to enhance environmental quality and combat pollution in industrial processes through the introduction of water efficiency measures to ensure:
- Optimal operational efficiency
- Improved economic competitiveness through reduced water demand combined with savings in water and wastewater treatment costs
- Low environmental impact due to decreased surface and subsurface withdrawals of water, as well as less groundwater contaminant intrusion.
The project will expose the target groups - industry representatives, environmental consultants, equipment manufacturers and suppliers in India - to water conservation, reclamation and reuse practices in Europe and will illustrate their adaptability to conditions in India.
One route of dissemination will be by training workshops, to be held in New Delhi and Bangalore. Buyer-seller meets will be incorporated into an afternoon of each of the training workshops.
It is during the buyer-seller meets that providers of water treatment and efficiency technologies will have the opportunity to forge business links with local industrialists, environmental consultants and manufacturers and suppliers.
The specific objectives of the project with respect to the buyer-seller meet are to:
- Foster partnerships and create links between European technology providers and local industry and technical service providers; facilitate networking through dialogue and engagement.
- Assist the food and textile sectors in India to develop strategies for efficient water use and to build awareness regarding appropriate tools, methodologies and viable technological options to improve efficiency of water use.
In summary, INDUS seeks companies that have commercially available technologies in the areas of water minimisation, efficiency, reuse or recycling, or wastewater treatment. The technology providers will travel to India for 2 consecutive buyer-seller meets - to be held in New Delhi and Bangalore during November 2004.
Technology providers will be free to negotiate their own agreements, collaborations or sales with the contacts made.
Please note: Expenses accrued during the business trip to India will be payable by the company making the trip, and not by the project INDUS or any of the organisations involved therein.
