Event description

The Cardiff Coastal Defence scheme is located in south east Cardiff, extending from the Dwr Cymru Welsh Water defences to the west of the Rhymney River, and along the western bank of the River Rhymney to the railway bridge. The scheme comprises the addition of rock armour, sheet piling, erosion protection and embankment raising to manage flood and erosion risk to people, property and key infrastructure.

Much of the coastline across the project area is eroding and with predicted sea level rise due to climate change, the flood and erosion risk will increase into the future. The proposed scheme will manage flood risk for 2,326 residential and 204 non-residential properties over 100 years, including the Rover Way Travellers’ Site, as well as preventing the loss of key strategic highway infrastructure and the erosion of historic landfill material.

Due to the scale and location of the project and international designations, an Environmental Impact Assessment (EIA), Habitat Regulations Assessment (HRA), Marine Licence, Planning Consent and a Flood Risk Activity Permit were all required. Due to the outcome of the HRA the project progressed via an IROPI (Imperative Reasons of Overriding Public Importance).

This presentation will provide an overview of the scheme, covering topics including engineering design, environmental appraisal and consenting, geomorphology, and hydraulic modelling.

Cardiff City Council is in the process of constructing the Cardiff Coastal Defence scheme. Contractors Knights Brown and JBA Consulting were involved with designing the scheme.
