Dawlish Warren sand spit is located at the mouth of the Exe Estuary in Devon. It acts as a storm barrier, protecting up to 3,000 properties and regional infrastructure. It is also designated as a Special Area of Conservation, and Special Protection Area for bird assemblages, inter tidal and sand dune habitats.
The scheme was required to deliver flood risk management, in a sensitive environment while also reversing the damage man-made engineered solutions had inflicted on the dunes to prevent the SAC from failing its conservation objectives.
It had to do this within a challenging time frame and deliver Environment Agency FCERM savings. This was while ensuring the popular tourist beach remained open during peak times, as well as taking account of uncertainty over long term morphological changes to the sand spit.
This presentation will set out the policy and legislative context (SMPs, FRMS, EIA, HRA, marine licensing) for an innovative, award winning scheme that shows it is possible to work with natural processes, secure flood risk management, and deliver innovative design, working with multiple stakeholders.

Kath Wellard was the EIA, marine licensing and stakeholder engagement manager for the project. She has over 20 years' experience in marine, fisheries and coastal environmental management and assessment, working on planning, policy and development projects from marinas and coastal defences to renewable energy and marine planning.
