Huw Williams and Rob Williams of Gwynedd Council together with Phil Bennett-Lloyd (JBA Consulting) will talk about the link between engineering and social, economic and environmental improvement, the benefits of clear and confident decision making and managing the impact of change upon those it affects.

This webinar draws upon the experience of different approaches to community engagement, tailored to the needs and understanding of local communities in promoting different aspects of coastal adaptation.

The initial concerns were identified through the development of the Shoreline Management Plan, which was adopted in 2013 by each of the operating (Flood Risk Management) authorities and in several locations some form of adaptation is required to the way in which the shoreline being managed.

The session highlights the complexity associated with managing change. It will examine how change may affect communities, where the very simple terms, such as managed realignment, have very little meaning in the absence of local context.

About the speakers

Huw Wiilliams

Huw is the Head of YGC, a department of Gwynedd Council, delivering high quality services in the fields of climate change, flood Coastal Erosion Risk Management, community adaptation as a consequence of climate change, project management, highways, structures, environment, architecture, cost consultancy, and geotechnical.

He is a Fellow of the Institution of Civil Engineers, Chartered Engineer, and has been the Project Director of the Fairbourne Moving Forward and the Pwllheli Pilot study projects. Huw offers multi-disciplinary solutions to communities under risk from climate change, include all associated procurement processes.

Rob Williams

Since 2017, Rob has been the service manager for the Water and Environmental team. He manages a team of 30 professionals who offer specialist services in Coastal, Drainage, Flood Risk and Environmental sectors. Rob also has responsibility for the Lead Local Flood Authority and the SuDS Approval Body.

As the flood risk manager for Gwynedd Council, Rob sits on a range of regional groups that include the Regional SAB group, North Wales Flood Risk Group and the West of Wales Coastal Group. Rob has specialised in Flood Risk management for around 15 years, working on small telemetry schemes to multi-million pound coastal defences.

Philip Bennett-Lloyd BSc, Dip Mgmt, CMLI, MCIEEM, MCIWEM, C.WEM, C.Env

Phil joined JBA Consulting in 2015 having worked for nearly 30 years in local government. With over 20 years as head of environmental services for Norfolk County Council, he provided the corporate lead on all aspects of climate change, flood and coastal risk, and environmental services’ strategic planning and delivery. He has held regional and national advisory roles across the water, flood risk and environmental sectors and delivered a broad range of projects and programmes, enabled change management, and built partnerships, frequently involving many and diverse stakeholders and multiple funding and investment sources.

Now living in North Wales and as Technical Director with JBA Consulting, Phil provides a lead on engagement, regulatory functions, and strategic environmental and FCERM planning. He led the Fairbourne Learning Project for Welsh Government and advises on the Wales FCRM delivery programme.

He is a Chartered Landscape Architect (Sciences), Chartered Water & Environment Manager and Chartered Environmentalist.
