Resources and Waste Network


The Resources and Waste Network’s focus is UK and European waste policy and legislation, contaminated land, waste minimisation, resource efficiency, global differences in waste management, waste and energy usage and new technologies. There is a focus on practical solutions based on CIWEM’s core expertise in environmental science and engineering.

Network members’ main duties are to assist our Policy Team in developing CIWEM’s policy, advocacy and technical work on waste and resources management and a circular economy. This commonly involves contributing advice and discussion to inform our responses to consultation papers from government departments and parliamentary inquiries, as well as reviewing and developing policy position statements and reports. The Network also assists in responding to queries from members of the public, developing programmes for conferences and events, providing articles for publication in The Environment magazine, and attending meetings or workshops with government organisations, industry and NGOs where relevant.

Recent work that the Network have advised on is our priorities for the Resources and Waste Strategy for England, policy work on microplastics, and consultation responses to proposals on packaging reform, Deposit Return Schemes, and household recycling.

Network activities

The Chair of the Network is Jon Swan, Director, Head of Waste Management and Futures Chair at Atkins and Hannah Darley, Environment Manager at M.J. Church is the Vice Chair.

The Network's Specialist Panel is made up of representatives from the Environment Agency, local authorities, consultants, academics and waste contractors.

Several of the Network's members are involved with different forums and initiatives, such as Specialists in Land Condition (SiLC) and the Civil Engineering Environmental Quality Assessment and Award Scheme (CEEQUAL).

The Specialist Panel meet in person twice a year for an afternoon meeting (we can facilitate tele and video conferencing). We organise periodic full day meetings which involve a site visit or meetings are combined with the Metropolitan Branch in London where relevant speakers are invited. Network members contribute between meetings via email to provide input and advice to policy proposals.
